The influence of international regulation on the accounting system of entrepreneurs in the Czech Republic

Abstract:

Funkční systém účetnictví představuje důležitou součást hospodaření soukromého i veřejného sektoru. Nastavení a dodržování jasných pravidel, která umožní získat pravdivé informace o účetní jednotce různým skupinám uživatelů, souvisí s celkovým stavem ekonomiky daného státu. Malá a exportně orientovaná ekonomika s vysokým podílem zahraniční majetkové účasti, jako je Česká republika, musí přizpůsobit svůj účetní systém mezinárodně uznávaným standardům. Některé z nich jsou z titulu členství v Evropské unii povinné, jiné mají charakter dobré praxe. Přesto zůstává v účetnictví podnikatelů řada oblastí, které české právo a praxe upravují odlišně od mezinárodní regulace. Cílem této bakalářské práce je odpovědět na otázku: „Lze vliv mezinárodní regulace na právní úpravu účetnictví v ČR hodnotit výhradně jako pozitivní?“ Kromě odpovědi na tuto otázku přinese bakalářská práce také doporučení, která další pravidla začlenit do českého účetnictví, nebo která naopak upravit tak, aby odpovídala realitě České republiky. Členění textu odpovídá postupnému hledání odpovědi. První část obsahuje základní charakteristiku účetnictví. Druhá část se soustředí na současnou podobu účetních standardů v České republice i na základní historicko-praktické přístupy k vývoji účetnictví. Ve třetí části dochází k rozboru současné účetní legislativy na úrovni mezinárodní, jakož i na úrovni Evropské unie, která je závazná. Soustředíme se na mezinárodní účetní standardy IFRS a IAS, jelikož se navzájem protínají a navazují na sebe. Dočteme se i o plánovaných změnách v legislativě. Doporučené změny obsahuje závěr bakalářské práce. Základní literaturu tvoří mezinárodní a česká účetní legislativa v platném znění, včetně metodických pokynů. Zásadní je i vliv mezinárodních účetních standardů. Práce stojí na literatuře převážně knižní, například Základy účetnictví či Mezinárodní účetní standardy a daňové systémy. V textu bude použita metoda deskripce, analýzy a následné syntézy zjištěných poznatků, včetně zhodnocení a doporučení.

Abstract:

The functional accounting system represents an important part of both private and public sector economy. Setting and adhering to clear rules that enable obtaining true information about financial unit for various user groups is related to the overall state of the economy of a given country. Small and export-oriented economy with a high proportion of foreign ownership, such as the Czech Republic, must adapt its accounting system to internationally recognized standards. Some of these standards are mandatory due to membership in the European Union, while others are considered best practices. Nevertheless, there are still areas in accounting of entrepreneurs where Czech law and practice differ from international regulation. The objective of the thesis is to answer the question: "Can the influence of international regulation on the legal regulation of accounting in the Czech Republic be evaluated exclusively as positive?" In addition to answering this question, the thesis will also provide recommendations on which additional rules to incorporate into Czech accounting or which ones to modify to better reflect the reality of the Czech Republic. The structure of the text corresponds to the gradual search for an answer. The first part provides a basic characterization of accounting. The second part focuses on the current form of accounting standards in the Czech Republic, as well as the fundamental historical and practical approaches to the development of accounting. The third part analyzes the current accounting legislation on the international level, including the binding legislation of the European Union. The focus is on international accounting standards such as IFRS and IAS, as they intersect and build upon each other. The planned legislative changes are also discussed. The conclusion of the thesis contains recommended changes. The basic literature consists of international and Czech accounting legislation in its current version, including methodological guidelines. The influence of international accounting standards is also significant. The thesis is based mainly on book literature, such as Fundamentals of Accounting or International Accounting Standards and Tax Systems. The methods employed in the text include description, analysis, and subsequent synthesis of the findings, including evaluation and recommendations.
