Abstract:

Tématem této disertační práce je personalizace politiky a prezidencializace politických systémů. Předmětem zájmu obou konceptů je měnící se význam politických aktérů kolektivního a individuálního typu, konkrétně narůstající vliv aktérů individuálního typu na úkor aktérů kolektivních. Cílem této práce je kriticky posoudit roli politického stranictví v konceptech personalizace politiky a prezidencializace politických systémů. Zároveň jsou v textu diskutovány možnosti a limity využití předmětných konceptů pro analýzu politiky v postkomunistických politických systémech. V empirické rovině se práce zaměřuje na analýzu personalizace politiky v českém politickém systému. V souladu s těmito záměry je práce členěna na dvě části. V první části jsou představeny různé možnosti konceptuálních vymezení personalizace a prezidencializace, kauzální vazby v rámci jednotlivých konceptů a metodologické limity výzkumu. Součástí této části práce je návrh typologického schématu politického stranictví zachycujícího rozdílnou míru personifikačního potenciálu. Typologie je založena na kombinaci dvou kritérií premiérského potenciálu politické strany a typu politické strany (catch-all strana, kartelová strana, podnikatelská strana). Druhá část práce obsahuje případovou studii personalizace české politiky. Po nastínění stranického kontextu je analyzována mediální expozice lídrů politických stran, efekt lídrů v parlamentních volbách, personalizace volebního systému, vliv osobností kandidátů na volební výsledky a role individuálních aktérů v exekutivě.

Abstract:

The dissertation thesis deals with the personalization and presidentialization of political systems. Both concepts focus on the changing importance of political actors being of collective and individual character, and in particular on the rising influence of individual actors to the prejudice of collective actors. The aim of this thesis is to provide a critical assessment of the role of political partisanship within the frame of the concepts of the personalisation of politics and the presidentialization of political systems. Furthermore, the thesis discusses the perspectives and limits concerning the use of the given concepts for the analysis of politics in post-communist political systems. On empirical level, the thesis focuses on the analysis of the personalization of politics in the Czech political system. In line with these objectives the thesis is divided into two parts. The first part introduces various ways of depicting the concepts of personalization and presidentialization, specifies the casual relationships within particular concepts and suggests the methodological limits of the research. This part also presents a proposal of a typological scheme of political partisanship reflecting different levels of personification potential. The typology is based on the combination of two criteria premiership potential of a political party and a type of a political party (catch-all party, cartel party, business-firm party). The second part of the thesis includes a case study addressing the personalization of Czech politics. A brief outline of the party system is followed by the analysis of the media exposition of political party leaders, leadership effect in parliamentary elections, personalization of the voting system, influence of candidates´ personalities on election results and the role of individual actors in the executive.
