The Application of Forensic Epidemiology in the Investigation of Criminal Activity

Abstract:

Bakalářská práce se zabývá využitím forenzní epidemiologie při objasňování protiprávní činnosti v případech biologických a toxikologických incidentů. Cílem práce je analyzovat, jak včasná integrace epidemiologických metod a spolupráce mezi zdravotnickými a bezpečnostními složkami ovlivňuje efektivitu vyšetřování. V praktické části bylo analyzováno 20 kazuistik zahrnujících cílené otravy, potravinové epidemie a další incidenty s potenciálním kriminálním pozadím. U jednotlivých případů byl sledován čas detekce incidentu, zahájení koordinovaného vyšetřování, index prodlevy a dominantní metoda identifikace zdroje nebo pachatele. Výsledky naznačují, že většina případů vykazuje krátkou prodlevu mezi detekcí incidentu a zahájením vyšetřování, avšak v některých případech se objevují výrazné časové prodlevy související zejména s organizačními a technickými bariérami. Práce poukazuje na význam mezioborové spolupráce a včasného zapojení forenzně-epidemiologických metod při řešení těchto incidentů.

Abstract:

This bachelor’s thesis examines the use of forensic epidemiology in the investigation of unlawful activities related to biological and toxicological incidents. The aim of the thesis is to analyze how the timely integration of epidemiological methods and cooperation between public health authorities and security agencies influence the effectiveness of investigations. The practical part of the thesis analyzes 20 case studies involving targeted poisonings, foodborne outbreaks, and other incidents with a potential criminal background. For each case, the time of incident detection, the initiation of coordinated investigation, the delay index between these events, and the dominant method used to identify the source or perpetrator were examined. The results suggest that most cases show a relatively short delay between incident detection and the start of coordinated investigation. However, several cases demonstrate significant delays, primarily associated with organizational and technical barriers. The thesis highlights the importance of interdisciplinary cooperation and the early integration of forensic epidemiological methods in the investigation of such incidents.
