Integrated rescue system

Abstract:

Bezpečnost státu se definuje jako schopnost státu vzdorovat jak vojenskému napadení, tak ale i nevojenským ohrožením. Závislost na kolektivním a efektivním postupu mezinárodního společenství vůči zdrojům ohrožení a během řešení vzniklých krizí se stupňuje. Soudobý bezpečnostní systém České republiky je výkonný a je reflexí několikaletého vývoje. Při jeho tvorbě byly vzaty v potaz české tradice a poznatky z minulosti. Využity byly zároveň i zkušenosti ze srovnatelných evropských demokracií. Primární zásady pro zajištění bezpečnosti České republiky vymezuje ústavní pořádek a navazující právní předpisy. Konkrétně zákon č. 239/2000 Sb. O integrovaném záchranném systému a o změně některých zákonů, ve znění zákona č. 320/2002 Sb. a vyhláška Ministerstva vnitra č. 328/2001 Sb. O některých podrobnostech zabezpečení integrovaného záchranného systému. Správa a koordinace činnosti individuálních prvků je hlavní úlohou při zajišťování bezpečnostních zájmů České republiky. Bezpečnostní systém tvoří prvky vedené a koordinované centrálně, nebo působící samostatně v rozsahu své působnosti.

Abstract:

The state safety is defined as the ability of the state to resist military attack as well as non military threat. Dependence on the collective and effective involvement of international organizations in combating threat sources and in the solving various crisis increases. Current safety system of the Czech Republic is effective and it is the reflection of the several–years development. The Czech traditions and information from the past were impeached in its formation. Experiences of the comparable European democracies were used as well. Constitutional law and connecting legal enactments define primary rules for the safety provision of the Czech Republic. To be more specific the law (239/2000 Digest) about integrated emergency system and changes of some laws, in the statutes at large (320/2002 Digest) and Interior Ministry ordinance (328/2001 Digest) about some security details of the integrated emergency system. The administration and the coordination of the individual component activity is the main task in providing security concerns of the Czech Republic. The security system is created by elements all coordinated centrally or working individually in its own incidence.
