The analysis of the motivation system in the selected organization in public sector

Abstract:

Práce reaguje na současnou situaci ve státní správě, v níž v důsledku úsporných opatření, jež začala vláda přijímat od roku 2010, byla narušena motivace a spokojenost zaměstnanců. Vedení organizací státní správy tak bylo postaveno před úkol tyto pocity znovu obnovit. Výjimkou nebyla ani mnou vybraná organizace, jejíž vedení se rozhodlo provést radikálnější změny motivačního systému. Ve snaze pomoci organizaci s tím, aby plánované změny byly co nejefektivnější, se práce zabývá analýzou motivačního systému. Jejím cílem je odhalit, jak samotní zaměstnanci organizace tento systém vnímají a kde nacházejí jeho slabá místa. Na tuto otázku odpovídá pomocí dílčích výzkumných otázek, jež vycházejí z teoretických východisek a mapují základní složky motivačního systému. Prostřednictvím rozhovorů a pozorování bylo zjištěno, že zaměstnanci hodnotí jednotlivé složky systému rozdílně. Zatímco některé vnímají jako skutečně motivující, u jiných poukazují na mnohé nedostatky, jež motivační sílu systému naopak snižují. Právě tato upozornění zaměstnanců by měla posloužit jako cenný podklad pro plánované modifikace.

Abstract:

This thesis responds to the actual situation in the public sector, where employees´ motivation and satisfaction were disturbed in the consequences of saving measures, which the Government of the Czech republic started to accept during the year 2010. Managements of organisations in the public sector were faced with the task how to restore these feelings. And the selected organisation wasn’t any exception. Its leadership has decided to make radical changes to the motivation system. To help organisation the planned modifications to be the most effective, the thesis is concerned with the analysis of the motivation system. Its main goal is to find out how the motivation system is perceived and evaluated by the employees and where are weaknesses according to them. This question is answered by individual research questions that result from a theoretical background and touch the basic components of the motivation system. It was found through interviews and observation that staffs evaluate the individual components of this system differently. While some components are perceived as really motivating, in others the employees refer to many weaknesses, which decrease the strength of the motivation system. Just these staff’s warnings should serve as a valuable background for the planned modifications.
