Fundamental rights in the digital age: the European Union and its effort to regulate Big Tech

Anotácia:

Zákon o digitálnych službách (DSA) sa zameriava sa na regulovanie Big Tech-u, ochrany internetu a jednotného trhu. Zatiaľ čo téma regulácie internetu je definovaná nadriadenosťou trhovo-riadených rámcových techník, DSA preorientováva takéto rámcovanie v komunikácií. Práca s pomocou obsahovej analýzy a elitného sporového rámcovania, sleduje spor medzi trhovými a ľudsko-právnymi rámcovými prístupmi v komunikácií kľúčových vyjednávačov Európskej komisie a parlamentu. Výsledok demonštruje silný spor rámcov a ich flexibilitu, keď sa problém prezentuje pred rôznorodými davmi.

Abstract:

The EUs Digital Services Act (DSA) focuses on Big Tech regulation, safeguarding of the internet and protecting the Internal Market. Whilst internet regulation has been defined by the superiority of market-driven framing techniques in communication, the DSA redefines these framing approaches. The thesis, using content analysis and concepts of elite contested framing, focuses on tracking the competition of market and fundamental rights-driven framing in communication of the DSA of key negotiators in European Commission and Parliament. The result demonstrates strong competition of frames and their flexibility when the issue is presented to various types of crowds.
