Uneasy Atmosphere: The Urban Political Ecology of Air Pollution in Brno

Abstract:

The thesis analyses a controversy, concerning air pollution in the case of constructing the „Big city road circuit Brno“ and environmental politics of urban governance of air pollution. Through the analytical framework of Urban Political Ecology, it seeks to explore how the air and its pollution in Brno and its exurbia are mobilized to promote socio-ecological transformations of development of the city and its infrastructure. Through an analysis of the dimensions of socio-technical obduracy of the circuit, the thesis shows in what ways the urban air is co-produced, and how are the power relations of social and material actors inscribed into the patterns of its spatial and social distribution. The obduracy of the project is examined through analysis of the dominant socio-technical regime of automobility. It seeks to explain, what roles does its dominant position play in negotiation and construction of the project, creating a locked-in, obdurate and unsustainable state. The thesis is constructed as a case study, based primarily on the analysis of documents related to the planning of urban air, mobility and the construction of the city circuit.

Abstract:

Práca skúma spory, týkajúce sa environmentálnej kontroverzie znečistenia ovzdušia v prípade výstavby Veľkého mestského okruhu Brno a politík mestskej správy, zameraných na jeho očistenie. Prostredníctvom rámca urbánnej politickej ekológie sa snaží skúmať, akým spôsobom je ovzdušie a jeho znečistenie v Brne mobilizované pri presadzovaní socio-ekologických transformácií rozvoja mesta a jeho dopravnej infraštruktúry. Skrz analýzu socio-technickej nepoddajnosti stavby okruhu ukazuje, aké mocenské vzťahy sa vpisujú do podôb znečistenia ovzdušia a ich sociálneho a priestorového rozloženia. Nepoddajnosť stavby je skúmaná prostredníctvom socio-technického režimu automobility. Dominantný režim automobility vytvára uzamknutý, nepoddajný a zároveň neudržateľný stav, ktorý umožňuje presadzovanie stavby mestského okruhu ako nevyhnutného riešenia znečistenia ovzdušia. Práca je prípadovou štúdiou, založenou primárne na analýze dokumentov, spojených s plánovaním premien mestského ovzdušia, mobility a výstavby Veľkého mestského okruhu.
