The Multiannual financial framework and the national interests of the Czech Republic

Anotace:

Diplomová práce se zabývá tvorbou dlouhodobého rozpočtu EU a zájmů ČR při této tvorbě. Cílem diplomové práce je identifikovat zájmy České republiky v souvislosti s víceletým finančním rámcem 2021-2027 a zhodnotit pozici ČR vůči tomuto rozpočtu. Práce je rozdělena do tří kapitol, kde první kapitola pojednává obecně o víceletém finančním rámci, jeho historii, příjmové a výdajové straně a především o návrhu VFR pro období 2021-2027. Významné změnové návrhy pokrývají výpadek příjmů Velké Británie, reakci na koronavirovou krizi a potřebu vyšší flexibility rozpočtových pravidel. Druhá kapitola obsahuje identifikaci zájmů, které ČR ve vyjednávání o VFR prosazuje. Mezi priority patří především zachování objemu získaných prostředků na oblasti politiky koheze a společné zemědělské politiky a kompenzace negativních dopadů koronaviru na ekonomiku. Třetí kapitola vyhodnocuje prosazování priorit ČR při tvorbě rozpočtu a obsahuje doporučení pro efektivnější využívání prostředků z rozpočtu.

Abstract:

The theme of this diploma thesis is the multiannual financial framework (MFF) and the national interests of the Czech Republic during its negotiations. The aim of the thesis is to identify the crucial interests of the Czech Republic in terms of the MFF 2021-2027 and to assess the position of Czechia. The thesis contains three chapters. The first one explains the main characteristics of the MFF, its history, composition of revenues and expenditures and the proposal of the MFF 2021-2027. The important changes in the MFF deal with the decrease in revenues as a consequence of Brexit, the reflection of the coronavirus crisis and the need for higher flexibility of the EU budget. The second chapter identifies the crucial interests of the Czech Republic such as the maintenance of the volume of financial resources for the cohesion policy and for the common agricultural policy and the compensation for the negative effects of the coronavirus. The final part consists of some recommendations for Czechia in terms of effective allocation of the resources and the summary.
