Perception of energy justice from the perspective of political representatives of local communities during the completion of units 3 and 4 of the Mochovce nuclear power plant

Abstract:

The completion of the Mochovce nuclear power plant is a very com-plex and complicated project which has been delayed for more than eight years. The impact of the completion on the region in terms of energy justice within local communities has not yet been a subject of research. This thesis examined the views of local political representa-tives on the level of energy justice in the completion process through in-depth semi-structured interviews. The research involved 10 munici-palities from the first and second protection zones around the Mo-chovce nuclear power plant. The analysis of the results showed that the mayors of the municipalities perceive procedural justice to be at a high level with small deficiencies, distribution justice at a high level and recognition justice at a very high level. At the same time, all respond-ents supported nuclear energy and considered the completion of the nuclear power plant to be beneficial for the region. Factors influencing the social acceptance of nuclear power plants can be considered in the future when planning for a construction of new energy sources.

Abstract:

Dostavba atómovej elektrárne Mochovce predstavuje výrazne kom-plexný a komplikovaný projekt, ktorý je navyše vo viac ako osem roč-nom časovom sklze. Vplyv dostavby na región z pohľadu energetickej spravodlivosti v rámci lokálnych komunít doposiaľ nebola predmetom výskumu. Táto práca skúmala názory lokálnych politických reprezen-tantov na mieru energetickej spravodlivosti pri procese dostavby pro-stredníctvom hĺbkových polo-štruktúrovaných rozhovorov. Výskumu sa zúčastnilo 10 obcí z prvého a druhého ochranného pásma v okolí atómovej elektrárne Mochovce. Analýza výsledkov ukázala, že staros-tovia obcí hodnotia procedurálnu spravodlivosť na vysokej úrovni s malými nedostatkami, distribučnú spravodlivosť na taktiež vysokej úrovni a rozpoznávaciu spravodlivosť na veľmi vysokej úrovni. Záro-veň všetci respondenti podporovali jadrovú energiu a považovali do-končenie dostavby za prínosné pre región. Skúmané faktory ovplyvňu-júce sociálnu akceptáciu jadrových elektrární možno v budúcnosti vyu-žiť pri plánovaní výstavby nových energetických zdrojov
