The European Union Budget – Resources, Expenditures, Budgetary Procedure

Abstract:

Tato bakalářská práce na téma „Rozpočet EU – zdroje, výdaje, schvalování“ se zabývá analýzou rozpočtu Evropské Unie od historického počátku utváření společného rozpočtu EU, ekonomickými fakty a souvislostmi a v neposlední řadě právní úpravou, o kterou se Rozpočet EU opírá. Přibližuje historický vývoj jednotlivých výdajových politik a jejich vazbu na rozpočet. Podrobně popisuje zdroje a výdaje rozpočtu. Největší pozornost je věnována současnému rozpočtovému období 2007 – 2013 a celému procesu sestavování, schvalování, provádění a kontrole rozpočtu. Závěrečné kapitoly se zabývají potřebou reformy rozpočtu EU a předpokládaným směrem vývoje pro následující finanční perspektivu 2014 – 2020.

Abstract:

The present Bachelor's Work titled “EU Budget – Resources, Expenditures, Budgetary procedure” deals with the analysis of the European Union's Budget from the historical beginning of creation of the common EU Budget, economic facts and continuities, up to the legal enactment the EU Budget leans on. It approaches the historical development of individual expenditure strategies and their link to the budget. The study describes in detail the sources and expenses of the budget. Special attention is paid to the contemporary budget period of 2007 – 2013, as well as to the overall process of compiling, approving, conducting and auditing the budget. Final chapters deal with the need of the EU Budget reform and the anticipated development trend of the coming financial perspective of 2014 – 2020.
