Abstract:

V popředí zájmu této diplomové práce je poplatek za svoz komunálního odpadu ve vybraných obcích a zkoumání jeho vlivu na rozpočet obce. Cílem práce je charakterizovat přístupy k financování nakládání s komunálním odpadem v České republice a navrhnout doporučení ke zlepšení systému v dané oblasti a zhodnotit systém stanovení a výběru místního poplatku za komunální odpad v obcích Nový Bydžov a Nymburk. K dosažení tohoto cíle jsou využity literární zdroje a komparace zahraničních zkušeností s nakládáním s komunálním odpadem, k čemuž byla využita tuzemská i zahraniční legislativa upravující dotčenou oblast.Poplatek za svoz komunálního odpadu nese fiskální a regulační funkci. V rámci zkoumání byly vybrány dvě obce, které do konstrukce poplatku za svoz komunálního odpadu zahrnuly motivační složku. Systémy založené na této konstrukci zažívají vzestup a ve světle evropské environmentální politiky se lze domnívat, že jimi zvolený přístup bude stále frekventovanější. Z provedeného šetření vyplynulo, že hlavním úkolem tohoto poplatku však není plnění fiskální funkce, ale spíše odstranění negativních externalit, tedy funkce regulační. Regulační funkce poplatku za svoz komunálního odpadu je posílena začleněním motivační složky do konstrukce tohoto poplatku.Na základě provedené analýzy hospodaření obce, provedeného dotazníkového šetření a zahraniční zkušenosti s nastavením systémů plateb za svoz komunálního odpadu je v závěru práce zformulováno doporučení pro město Nový Bydžov. Současná, dosud nerevidovaná výše a nastavení poplatku mají negativní vliv na rozpočet obce v této oblasti.

Abstract:

At the forefront of this diploma thesis is the fee for the collection of municipal waste in selected municipalities and the examination of its influence on the municipal budget. The aim of the thesis is to characterize approaches to municipal waste management financing in the Czech Republic and to propose recommendations for improvement of the system in the given area and to evaluate the system of setting and selecting the local fee for municipal waste in the municipalities of Nový Bydžov and Nymburk. To achieve this goal, literary sources and comparisons of foreign experience with municipal waste management are used, for which domestic and foreign legislation governing the area concerned has been used.The municipal waste collection fee carries a fiscal and regulatory function. In the framework of the survey, two municipalities were selected to include a motivation component in the construction of the municipal waste collection fee. Systems based on this construction are experiencing an upward trend, and in the light of European environmental policy, the approach chosen by them may become more frequent. The investigation revealed that the main task of this fee is not the fulfillment of the fiscal function, but rather the elimination of the negative externalities, i.e. the regulatory function. The regulatory function of the municipal waste collection fee is reinforced by the inclusion of the incentive component in the construction of this fee.Based on the analysis of the municipal economy, the questionnaire survey and the foreign experience with setting up payment systems for the collection of municipal waste, a recommendation for the town of Nový Bydžov is formulated at the end of the thesis. The current, unreviewed amount and charge settings have a negative impact on the municipality's budget in this area.
