Role of the Czech Presidency in Gas Crisis in January 2009

Abstract:

Bakalářská práce se zabývá rolí českého předsednictví v Radě Evropské unie při řešení plynové krize, která probíhala v lednu roku 2009. Tato práce se skládá ze dvou částí. Teoretická část je věnována vymezení role předsednictví a teorii mediace obecně. V úvodu druhé části je stručně nastíněno historické pozadí ukrajinsko – ruského sporu. Analytická část pokračuje popisem samotné krize, rozebírá jednotlivé kroky českého předsednictví v roli mediátora a pokouší se zhodnotit, zda české předsednictví postupovalo správně, či nikoli. Zároveň se pokouší zodpovědět otázku, zda mělo na úspěšnost mediace vliv to, že EU předsedal nový, středně velký stát a země bez předchozích zkušeností s předsednictvím.

Abstract:

Bachelor thesis examines the role of the Czech Presidency in the Council of the European Union during the solving of the gas crisis which took place in January 2009. This thesis consists of two parts. The theoretical part is devoted to the description of the role of Presidency and mediation in general. Historical background of the dispute between Ukraine and Russia is briefly dealt with at the beginning of the second part. The analytical part continues with the description of the crisis, it deals with concrete steps of the Czech Presidency in the role of a mediator and tries to evaluate whether the Presidency proceeded correctly or not. The thesis concludes with the answer to the question whether the outcome of the mediation was influenced by the fact that the presiding country was a new, middle-sized member state without prior experience with Presidency.
