Voting system and composition, structure of Chamber of Deputies Czech Republic

Abstract:

Hlavním cílem této práce je zhodnocení volebních systémů a analýza volebního systému České republiky od roku 1996. V první části se věnuji popisu voleb a jejich funkcí, podrobnému popsání většinového, poměrného a smíšeného volebního systému, jejich negativum a pozitivum. V další části je pozornost věnována volbám do Poslanecké sněmovny parlamentu České republiky, výsledkům voleb, vývoji volebního systému, návrhu volební reformy a jeho možnému dopadu. Závěr práce se věnuje účinkům volebního inženýrství na tvorbu stranického systému a složení vlády. V průběhu celé práce se zmiňuji o vlivu velikosti volebních obvodů a způsobu přepočítáváni hlasů na zainteresovanosti voličů, kdy voliči z větších volebních obvodů mají omezené možnosti k prosazení svých preferenci ve srovnání s voliči z menších volebních obvodů.

Abstract:

The main purpose of this paper is an evaluation and an analysis of the electoral system of the Czech Republic since the year 1996. I dedicate the first part of my paper to the description of elections and their functions, I describe in detail the majority, plurality and mixed poll system and their negatives and positives. In the following part attention is given to the elections to the Parliament of the Czech Republic, ballot results, evolution of the electoral system, and a proposal of election reform and consideration of its possible consequences. The end of my paper is dedicated to the effect of election engineering on the formation of the party system and composition of the government. Throughout the whole paper I keep mentioning the effect of the constituency size and the system of ballot recount on the motivation of voters, when the voters from the bigger constituencies have only a limited capacity to promote their preferences in comparison to the voters from smaller constituencies.
