In 2011, the Appeals Chamber of the UN Special Tribunal for Lebanon issued its startling decision setting out the extant definition of the crime of terrorism under customary international law. V roku 2011 vydal odvolací senát Zvláštneho tribunálu pre Libanon prelomové rozhodnutie, v ktorom mimo iné dovodil, že v rámci medzinárodného obyčajového práva existuje definícia terorizmu v čase mieru. Následne túto definíciu využil pri interpretácii národnej úpravy terorizmu Libanonu.
