Experiences of Child Protection Social Workers with Implementation of the Client's Life Situation Assessment

Abstract:

Tato práce se zabývá zkušeností sociálních pracovníků OSPOD s prováděním posouzení životní situace klienta, a to v kontextu zakotvení této povinnosti do legislativy České republiky v roce 2013. Autorka si klade za cíl odpovědět na hlavní výzkumnou otázku: „Jaká je zkušenost sociálních pracovníků OSPOD s prováděním posouzení?“ V první části práce jsou vymezeny základní teoretické koncepty, a to zejména problematika životní situace, posouzení, sociálních pracovníků a jejich zkušenosti s posouzením a jsou zde vymezeny teoretické přístupy, které mohou mít vliv na provedení posouzení. Hlavními perspektivami jsou konstruktivismus a objektivismus, jako odlišné přístupy v pohledu na životní situaci klienta, ale jsou zde uvedeny i další přístupy, které se mohou do posouzení promítat. Výzkum byl založený na kvalitativní strategii, konkrétně na metodě interpretativní fenomenologické analýzy. Výsledky výzkumu poukázaly na dvě roviny zkušenosti sociálních pracovníků – praktickou, ve které se ukázalo, že sociální pracovníci nevidí v posouzení takový smyl, jaký byl záměr zákonodárců a jmenovali nejrůznější překážky při jeho uskutečňování, z nichž nejvýznamnější byl čas. Ve druhé, teoretické rovině zjištění, se sociální pracovníci zabývali tím, jak k posouzení přistupují. Ukázalo se, že preference konstruktivistického a objektivistického přístupu jsou poměrně vyrovnané s menší převahou na straně objektivistického přístupu. Prvky konstruktivistického myšlení, jako je důraz na úzký vztah s klientem, na jeho silné stránky, aktivní role klienta, apod., však byly mezi sociálními pracovníky v provádění posouzení poměrně rozšířeny.

Abstract:

This work studies experiences of social workers employed at Office for Legal Protection of Children providing the assessments of the client's life situation. The assessment is part of requirement of the legislation of the Czech Republic, 2013. The aim of the author is to answer the main research question: "What is the experience of child protection social workers with implementation of the assessment?" The first part of the thesis defines the basic theoretical concepts, namely the issues of the life situation, the assessment, the social workers and their experience with the assessment; and the theoretical approaches that can influence the assessment are specified. The main perspectives are constructivism and objectivism, these are two different approaches to look at the client's life situation, but there are also other approaches that can influence the assessment. The research was based on a qualitative strategy, specifically it was the method of interpretative phenomenological analysis. The findings of the research highlighted two levels of social worker experience: a practical one revealed that social workers do not value the assessment as reasonable as it was the intention of the legislators; moreover, the social workers named a variety of obstacles within its implementation, the most important of these was time. The second level of findings, the theoretical one, focused on the way social workers look at their approach to the assessment. The results have showen that the preference of constructivist and objectivist approach is quite balanced with the lesser predominance of the objectivist approach. Elements of constructivist thinking, such as the emphasis on the close relationship with the client, on his strengths, the active role of the client, etc., have been relatively widespread among social workers in the assessment.
