Impacts of the European Policy of Economic and Social Cohesion in the South Moravia region in 2004-2006

Abstract:

V květnu 2004 se stala Česká republika členem Evropské unie a dostala možnost se plnohod-notně zapojit do politického, společenského a ekonomického života unie v souladu s nastavenými pravidly. Evropská unie představuje formální integrační celek, který je politicky i hospodářsky vysoce propojený. Přesto různorodost členských zemí přináší výrazné eko-nomické a sociální rozdíly na národní i regionální úrovni. V rovině strukturálních problémů dominují značné rozdíly v úrovni příjmů mezi regiony unie a problémy nezaměstnanosti. K nim se připojují disparity ve výkonnosti národních ekonomik, které se rozšířením unie o deset nových členů v roce 2004 výrazně prohloubily. Politika hospodářské a sociální soudržnosti, která usiluje o překonání těchto jevů, se proto řadí mezi nejvýznamnější koordi-nované politiky unie. Prostřednictvím této politiky chce unie přispět k rozvoji zaostávajících regionů, k restrukturalizaci průmyslových oblastí, které se ocitly v obtížné situaci, k ekono-mické diverzifikaci venkovských oblastí, kde je zemědělství na ústupu, či k revitalizaci zane-dbaných městských čtvrtí. Jako hlavní nástroj pro překonání problému slouží strukturální fon-dy. Na aktivity v rámci politiky hospodářské a sociální soudržnosti je vyčleněna více než tře-tina finančních prostředků z rozpočtu EU na léta 2000–2006, což představuje přibližně 213 mld. EUR. Značná část těchto prostředků směřuje do méně rozvinutých členských zemí, mezi které se po vstupu do EU zařadila spolu s ostatními přistupujícími zeměmi také Česká repub-lika. Disertační práce se zabývá dopady politiky hospodářské a sociální soudržnosti Evropské unie na území České republiky a Jihomoravského kraje. Pro Českou republiku znamenal vstup do Evropské unie možnost využívat finančních prostředků ze strukturálních fondů v tzv. zkrá-ceném programovacím období let 2004–2006. Hlavním tématem práce je hodnocení dopadů, které „způsobily“ projekty, jež byly v období 2004–2006 realizovány prostřednictvím dotací na úrovni Jihomoravského kraje. Hodnocení je možné až s odstupem času (3–5 let), kdy se projeví skutečné dopady, které realizace projektů způsobila. Vlastní hodnocení probíhá formou kvantifikace indikátorů nastavených v rámci metody monitoringu a formou dotazníkového šetření. Hlavní důraz je kladen na zjištění podstaty dopadů a jejich zobecnění na krajské úrovni. Výsledkem celé práce je zjištění, jaký význam měly realizované projekty. A také ur-čení, zdali území Jihomoravského kraje splnilo podmínku způsobilosti pro čerpání ze struktu-rálních fondů unie v dalším programovacím období 2007–2013. V podmínkách české geografie přináší disertační práce jedny z prvních poznatků uplatnění politiky hospodářské a sociální soudržnosti při sledování regionálních disparit na úrovni regi-onů České republiky. Výsledky mohou sloužit pro další porovnávání regionů mezi sebou a vytváření podobných regionálních studií na krajské úrovni i úrovni regionů soudržnosti NUTS 2.

Abstract:

In May 2004 the Czech Republic became a member of the European Union and given the opportunity to fully participate in political, social and economic life of the Union in accordance with set rules. The European Union represents the highest formal integration unit, which is politically and economically highly interconnected. Despite the diversity of member countries brings significant economic and social disparities at the national and regional level. The plane is dominated by structural problems are considerable differences in income levels between regions and union problems of unemployment. These disparities are connected in the performance of national economies, which are an extension of the ten new EU members in 2004 significantly widened. The policy of economic and social cohesion, which seeks to overcome these phenomena are therefore among the most important EU policy coordination. Through this policy it wants to contribute to the development of lagging regions, the restructuring of industrial areas, which have found themselves in a difficult situation, the economic diversification of rural areas where agriculture is in decline, or to revitalize depressed urban neighborhoods. As the main tool used to overcome the problem of structural funds. The activities of the ESC policy is assigned more than one third of funds from the EU budget for 2000–2006, which represents approximately 213 billion euros. Much of this money goes to the less developed member countries, which after entering the EU has put together with the other acceding countries, the Czech Republic. The thesis deals with the impact of the economic and social cohesion in the European Union in the Czech Republic and the Southern Region. For Czech Republic, the entry into the Union the opportunity to use funds from the Structural Funds in the shortened programming period 2004–2006. The main topic of this thesis is to evaluate the impact that "caused" projects that were implemented in 2004–2006 through funding by the Southern Region. Evaluation is possible only with the passage of time (3–5 years), which affects the real impact that caused the project implementation. Self-evaluation is the quantification of indicators set by the methods of monitoring and by questionnaire. The main emphasis is put on investigating the nature of impacts and their generalizations at the regional level. The result of all this work is to determine what significance they realized projects. Also determine whether the South Moravian Region meets the requirement for eligibility for EU Structural Funds in the next programming period 2007–2013. In terms of Czech geography dissertation provides one of the first application of the knowledge of the economic and social cohesion in pursuit of regional disparities in the regions of the Czech Republic. The results can be used for further comparisons between regions and the creation of similar regional studies, both at the regional level and at NUTS 2 cohesion regions.
