Records management documentation and its compliance with legislation

Abstract:

Diplomová práce se zabývá problematikou správy dokumentů ve veřejné správě v kontextu legislativy. Práce se dělí na část teoretickou a část praktickou. Teoretická část se věnuje popisu eGovernmentu, ale zejména rozboru základní legislativy zabývající se správou dokumentů, ale také rozšiřující legislativou, která se správy dokumentů přímo dotýká. V části praktické jsou pak porovnány spisové řády několika institucí veřejné správy právě s legislativou z části teoretické. Dále je zde proveden výzkum formou dotazníku mezi zaměstnanci institucí, jejichž spisové řády byly porovnávány s legislativou, díky čemuž se ověřuje dodržování vnitřních předpisů instituce. V neposlední řadě je provedeno porovnání skartačních znaků a lhůt napříč institucemi, což ukazuje důležitost dokumentů v jednotlivých institucích. Výsledkem práce je pro samotné instituce doporučení, co upravit ve svých spisových řádech a souvisejících dokumentacích, aby naplnily požadavky dané legislativou v kontextu svých institucí, resp. ukazuje směr, kterým by se měly odpovědní zaměstnanci dát.

Abstract:

The thesis deals with the issue of document management in public administration in the context of legislation. The thesis is divided into theoretical and practical part. The theoretical part focuses on the description of eGovernment, the analysis of basic legislation, which deals with document management, and also extending legislation that directly affects document management. In the practical part, the actual files of several public administration institutions are compared with the legislation from the theoretical part. In order to verify compliance with the internal regulations of the institution, research is carried out in the form of a questionnaire among the staff of institutions, whose files were compared with the legislation. Last but not least, shredding features and deadlines are compared across institutions, which shows the importance of documents in individual institutions. The result of the work creates a set of institutional recommendations on what to modify in their files and related documents to meet the requirements of legislation in the context of their own institutions. The purpose of these recommendations is to show the direction that responsible employees should take.
