Alternative strategies in war on drugs in Latin America: case study Colombia

Abstract:

The Bachelor thesis deals with alternative strategies of drug policy in the Latin America´s states debate and with their representation in drug policy of Colombia. The aim was to find out whether Santos´s government – from 2010 to the present – has been desecuritizing its own drug policy, thus, adopting alternative strategies that Santos has been calling for at the international level. By analyzing the documents, measures and legislation adopted, as well as by their comparison with the previous policy, it was concluded that Santos´ government has been desecuritizing the outermost strands of the drug chain – the growers and users – and partially reframing drug policy towards public heatls policy. Compared to Santos´ performance on the international stage, however, these steps can only be considered as partial, and Colombia does not play the role of a leading drug policy reformer.

Abstract:

Bakalárska práca sa zaoberá témou alternatívnych stratégii drogovej politiky v debate štátov Latinskej Ameriky a ich zastúpení v drogovej politike Kolumbie. Cieľom bolo zistiť, či za Santosovej vlády – od roku 2010 do súčasnosti – dochádza k desekuritizácii tamojšej drogovej politiky, teda k prijímaniu alternatívnych stratégii, po ktorých Santos na medzinárodnej úrovni volá. Analýzou prijatých dokumentov, opatrení a legislatívy a zároveň ich porovnaním s predošlou politikou sa došlo k záveru, že za Santosovej vlády dochádza k desekuritizácii najkrajnejších článkov drogového reťazca – pestovateľov a užívateľov, a k čiastočnému prerámovaniu drogovej politiky smerom k politike verejného zdravia. V porovnaní so Santosovým vystupovaním na medzinárodnej scéne sa však tieto kroky dajú považovať len za čiastkové a Kolumbia tak nezastáva úlohu popredného reformátora drogovej politiky.
