Corruption in the public sphere and it's suppression

Abstract:

Tato bakalářská práce se zabývá tématem korupce ve veřejné sféře a jejím potíráním. Cílem této bakalářské práce je zaměřit se na problematiku korupce ve veřejné správě, která vzniká zneužitím postavení, se kterým je spojeno porušení principu nestrannosti při rozhodování. V bakalářské práci popisuji historické kořeny korupce, základní charakteristiku pojmu korupce, definici, specifika, druhy a typy korupce. Dále se v bakalářské práci věnuji charakteristice metod měření korupce, objasněním možných příčin korupce a jejich důsledkům. Bakalářská práce také uvádí konkrétní případ korupčního jednání. V praktické části bakalářské práce hodnotím vlastní průzkum, zaměřený na informovanost pracovníků veřejné správy a ostatních občanů o vnímání problému korupce. Cílem dotazníků je zjistit, zda se pracovníci veřejné správy a občané s pojmem korupce setkali, v jaké formě a jak následně postupovali. Bakalářská práce pak popisuje výsledky tohoto průzkumu, vyhodnocuje dostatečnost současné legislativy a protikorupčních nástrojů a jejich užití v praxi. Závěrem práce jsou navržena doporučení k potírání korupce ve veřejné sféře.

Abstract:

This bachelor thesis deals with the topic of corruption in the public sphere and its combating. The aim of this bachelor thesis is to focus on the issue of corruption in public administration, which arises from the abuse of position, which is associated with a violation of the principle of impartiality in decision-making. In the bachelor thesis I describe the historical roots of corruption, the basic characteristics of the concept of corruption, definition, specifics, types and types of corruption. Furthermore, in the bachelor thesis I discuss the characteristics of methods of measuring corruption, clarification of possible causes of corruption and their consequences. The bachelor thesis also presents a specific case of corrupt behaviour. In the practical part of the bachelor thesis, I evaluate my own survey, aimed at the awareness of public administration employees and other citizens about the perception of the problem of corruption. The aim of the questionnaires is to find out whether public administration workers and citizens have encountered the concept of corruption, in what form and how they subsequently acted. The bachelor thesis then describes the results of this survey, evaluates the sufficiency of current legislation and anti-corruption instruments and their use in practice. The thesis concludes by proposing recommendations for combating corruption in the public sphere.
