Specialized state administration bodies and their function with regard to the employment agency

Abstract:

Tato bakalářská práce se zabývá oblastí činnosti specializovaných orgánů státní správy, které prodělaly, stejně jako celý stát a vše to, co ho vytváří, zásadní změnu po roce 1989. Jelikož je hlavní tematika směrována, dle zadání práce, na činnost specializovaného orgánu - Úřadu práce, je v úvodu popsána i jeho historie a vývoj od vzniku ČSR a následně proměny po roce 1990. V teoretické části jsou z množiny specializovaných orgánů vybrány a hodnoceny ty, o kterých se domnívám, že tvoří podstatnou část státní správy a z hlediska působnosti uvnitř státu zabírají nejširší pole působnosti. V praktické části je již probírána konkrétní problematika ÚP z pohledu na mně nejbližší regionální pracoviště v Kroměříži, ale také z pohledu celostátního působení tohoto orgánu. Je popsán také např. vývoj v geografickém rozložení a pokrytí kontaktních míst, pro co nejvstřícnější styk s občany, což je jedna z podstatných úloh ÚP. Pro analýzu kompetencí ÚP jsem vycházel především ze Zákona o zaměstnanosti a jeho novelizovaného znění. V pasáži stavu současné legislativy ve vztahu k ÚP a námětů na řešení problémů jsem využil kromě vlastního názoru také běžných zkušeností řadových občanů kteří použili služeb ÚP, ale také konzultace se zaměstnancem ÚP.

Abstract:

This bachelor work deals with the sphere of actions of the specialized bodies of the state administration that have experienced in the same way as the whole state and everything creating it the fundamental change after the year 1989. Because according to the submis-sion the main thematic is targeted towards the activity of the specialized body {--} employ-ment office there is also a description of its history and development since the rise of the Czechoslovak Republic and the successive changes after the year 1989. The ones are selected and evaluated of the set of the specialized authorities that I think about they create the essential part of the state administration and they cover the widest field of activity. Regarding the practical part there are already concrete problems of the employment offices from the point of view of the for me nearest working place in Kromeriz but also from the point of view of the countrywide activity of this authority being dealt with. There is also a description of e. g. development in the geographical lay-out and covering with the points of contact for the as helpful contact with the citizens as possible, which is one of the essential tasks of the employment offices. To make the analysis of the competence of the employment office I used mainly the em-ployment and its amended wording as a source. Regarding the passage about the status of the contemporary legislative in the relationship towards the employment office and the schemes to solve the problems I also used the common experience of the ordinary citizens who have used the service of the employment office but also the consultation with a employment office employee.
