The Position and the Powers of the French Gaullistic Presidents in the Constitution and in the Practice during the Fifth French Republic

Abstract:

Tato bakalářská práce se zabývá analýzou pozice a pravomocí francouzských gaullistických prezidentů v období Páté Francouzské republiky. V úvodu práce je definován semiprezidencialismus jako výchozí koncept pro pochopení francouzského politického systému. V dalších kapitolách jsou následně zkoumány ústavní a praktické pozice a pravomoce prezidentů. V souvislosti s ústavní pozicí prezidenta je kladen důraz především na zachycení ústavních změn a jejich dopadu na prezidentské pravomoce. Praktické pozice a pravomoce jednotlivých gaullistických prezidentů jsou pak analyzovány na základě konkrétně zvolených aspektů. Cílem práce je popsat proměnu a vývoj prezidentských pravomocí v kontextu gaullistické tradice.

Abstract:

The bachelor thesis deals with an analysis of a position and powers of the French gaullist presidents during the French Fifth Republic. An introduction defines semipresidentialism as an concept to understand the politic system of France. The following chapters research the presidential positions in the constution and the practice. The research emphasize a capture of constitutional changes and its influence to the presidental powers, that is related to the presidential position in the constitution itself. Then, the position and powers in practice of each gaullist president are analysed by specifically selected aspects. The aim of the thesis is to descibe a change and a development of the presidental powers in the context of a gaullist tradition.
