Green Transition: Ways Forward for the Czech Republic

Abstract:

Práce se zabývá průběhem zelené transformace v České republice. Analyzuje za tím účelem platné strategické dokumenty, které se transformace týkají. Na základě shromážděných dat doplněných o další zdroje a kvalitativní rozhovory je probíhající transformační proces zařazen v rámci teoretických kategorií ve zpracované literatuře v následujících pěti oblastech: (i) multioborovost a provázanost, (ii) přístup shora a zdola, participace, centralizace politik, (iii) pozice a strategie dominantních aktérů, (iv) scénář trasformace a (v) ukotvení v růstovém či nerůstovém modelu. Práce využívá analytického rámce multi-level perspective a uchopení transition managementu. Ten je využit i ve formulaci doporučení, která jsou rozebrána v záverečné diskuzi. Práce ukazuje, že česká transformace je velmi specifická v porovnání s popsanou teorií: je silně ukotvena v prorůstovém modelu a tržním určování výsledků, naopak velmi omezeně dochází k participaci, aktivnímu plánování ze strany institucí, nebo koordinaci napříč sektory.

Abstract:

Present paper studies green transition of the Czech Republic by analyzing its strategic documents. Based on collected data along with other resources and qualitative interviews, the transformation process is described in five dimensions: (i) multi-sectoral approach, (ii) bottom-up and top-down approach, participation and centralization of policies, (iii) position and strategies of incumbent industries, (iv) transition pathway, and (v) green growth or degrowth framing. The paper utilizes analytical framework of multi-level perspective and transition management. The latter approach also serves to formulate recommendations in the final discussion section. Czech green transition is found to be very specific in comparison to the studied theory: it is heavily dominated by growth model and the outcomes are defined by market. There is a limited influence of participation, proactive planning of institutions, or coordination across sectors.
