Consular help and protection of the Czech Republic citizens in abroad

Abstract:

Obsahem a tématem této diplomové práce je konzulární činnost, která souvisí s ochranou občanů České republiky v zahraničí. V první části bude čtenář seznámen s historií ministerstev zahraničí, s jejich vývojem, zakládáním, počtem zaměstnanců, pracovní náplní a se změnami, ke kterým docházelo v jednotlivých obdobích naší historie. Dále se čtenář seznámí s fungováním konzulárních úřadů, které naši republiku zastupují v zahraničí. Jakým způsobem jsou volení konzulární úředníci, jaké mají povinnosti a pravomoci. V druhé části jsou uvedeny vybrané případy, které v nedávné minulosti plnily stránky novin a ostatních periodik. Na nich je demonstrováno, co může český občan v případě nouze žádat a očekávat. V závěru je celý tento systém vyhodnocen se zamyšlením, zda je potřeba něco zlepšit, zdokonalit, změnit či zda je současná situace a nastavení systému práce konzulárních úředníků v pořádku a na úrovni, která je schopna konkurovat ostatním státům.

Abstract:

The content and theme of this diploma thesis is consular work, which is related to the protection of the Czech Republic citizens in abroad. The history of foreign ministry is introduced to reader in the first part, there is also included the development of ministry, its establishing, the number of employees, the work content and the changes, which were on during the history. The reader is also informed with the system, how the czech consular offices work in abroad. How the officers are voted, what are their responsibilities and authorities. In the second part reader can find the real cases and examples, which fulled in not long history all the newspapers and news. There is demonstrated what can czech person expect in need. The evaluation is in the closing – if the foreign ministry works good or not, if it should improve something or not, or to change and if the present situation is in all right and is able to compete with other states.
