Countries of Southeast Europe on the road to the EU - comparison of Montenegro and Macedonia

Abstract:

Cílem této bakalářské práce je vyhodnotit připravenost dvou zemí západního Balkánu ke vstupu do EU. Ze tří zemí regionu s kandidátským statusem jsme zvolili Černou Horu a Republiku Makedonii (Srbsko je třetí kandidátskou zemí). Ačkoli Černá Hora vyhlásila nezávislost v roce 2006, již s ní byly zahájeny přístupové rozhovory. Oproti tomu Makedonii byl udělen kandidátský status již v roce 2005, nicméně v následujících letech tato země nezaznamenala v přístupovém procesu téměř žádný výrazný pokrok. Úvodní dvě kapitoly slouží jako úvod do problematiky rozšiřování EU na západním Balkáně, přičemž se zaměřují především na vliv EU v tomto regionu od rozpadu Jugoslávie. Následující kapitoly se již zabývají vývojem vztahů mezi oběma zmíněnými státy a EU. Tato část práce se zaměřuje na historický kontext a důležité mezníky, které ovlivnily současnou politickou a ekonomickou situaci, a tím zároveň i přístupový proces. Další kapitoly práce se poté věnují samotné komparaci dle zvolených kritérií, která jsou založena zejména na požadavcích Stabilizačního a asociačního procesu (SAP) a Kodaňských kritérií pro vstup do EU. Po shrnutí výsledků komparace se poté pokusíme odhadnout přibližné datum přijetí do EU pro obě komparované země.

Abstract:

The aim of this bachelor thesis is to evaluate the readiness of two Western Balkan countries for EU accession. From three countries of the region with candidate status we chose Montenegro and the Republic of Macedonia (Serbia is the third candidate country). Although Montenegro declared the independence in 2006, it has already started accession negotiations. On the other hand, Republic of Macedonia acquired candidate status already in 2005 but there was no significant progress in forthcoming years. As an introduction to the main part of the project, the first two chapters deal with the influence of the EU on the whole region of the Western Balkans after the breakup of Yugoslavia. Following chapters deal with the development of relations between both countries and the EU. This section focuses on the historical context and important milestones that affected the current political and economic situation along with the accession process. Next chapters of the thesis are dedicated to the comparison according to given criteria, which are mainly based on the requirements of The Stabilisation and Association Process (SAP) and the Copenhagen criteria for the EU accession. After the summary and results of the comparison we will try to estimate the possible date for joining the EU for both countries.
