Feminist foreign policy discourse and practice of Sweden, Canada and France

Abstract:

Feministická zahraniční politika (FZP) je dynamicky se rozvíjejícím fenoménem mezinárodních vztahů, který se od roku 2014, kdy Švédsko jako první země světa deklarovalo její následování, postupně stává významnou součástí diskurzu i praxe zahraniční politiky států po celém světě. Přestože do současnosti neexistuje její jednotné pojetí, napříč odbornou literaturou lze vystopovat několik rysů, které by podle akademiků měla každá FZP naplňovat: transformativní potenciál, etické principy a cíle, multidimenzionální pojetí bezpečnosti a důraz na intersekcionalitu. Cílem práce je zjistit, zda zahraničně politický diskurz a praxe Švédska, Kanady a Francie naplňuje současnou akademickou vizi FZP. K naplnění cíle práce nejprve aplikuje metodu kritické diskurzivní analýzy, prostřednictvím které analyzuje oficiální koncepce zahraniční politiky daných zemí, a následně se přesouvá k praxi, kde analyzuje povahu dosažených výsledků. Práce dospěla k závěru, že diskurz ani praxe zkoumaných zemí zcela nenaplňují principy FZP. Zatímco v diskurzu i praxi pracují všechny tři země s multidimenzionálním pojetím bezpečnosti, jejich důraz na transformaci a intersekcionalitu je většinou slabý a etické principy a cíle jsou oslabovány pragmatismem. Práce však vyjadřuje naději na pozitivní vývoj do budoucna díky spolupráci všech tří zemí s občanskou společností.

Abstract:

Feminist foreign policy (FFP) has been gaining momentum ever since Sweden as the first country in the world declared its FFP in 2014. In the absence of any shared understanding, several underlying principles that each FFP should embody can be traced across academic literature: transformative potential, ethical principles and goals, multidimensional security, and emphasis on intersectionality. The aim of the thesis is to find out whether the foreign policy discourse and practice of Sweden, Canada and France embody the current academic vision of FFP. To fulfil the objective, the thesis first applies the method of critical discursive analysis as the lens to assess the official foreign policy concepts of Sweden, Canada and France. It then moves to the practice, where the nature of achieved results is analysed. The conclusion is rather pessimistic: neither the discourse, nor the practice of the studied countries fully meet the principles of FFP. While in discourse and practice all three countries work with a multidimensional concept of security, their emphasis on transformation and intersectionality is mostly weak, and ethical principles and goals are undermined by pragmatism. However, the thesis expresses hope for a positive future development based on the cooperation of all three countries with civil society.
