The Possibilities of Using the EU Structural Funds in the Period of 2007-2013 in Respect of Solving the Current Problems of Towns and Cities

Abstract:

Abstrakt Tématem mé diplomové práce je možnost využívání strukturálních fondů EU v období let 2007 – 2013. Zaměřila jsem se zejména na řešení aktuálních problémů obcí a měst a jejich možnosti využívání finančních prostředků ze Strukturálních fondů EU. V úvodní části charakterizuji regionální a strukturální politiku jako celek se zaměřením na Českou republiku. Následně popisuji Národní strategický referenční rámec pro léta 2007 – 2013 a operační programy v něm obsažené. Dále řeším otázku programu rozvoje měst a obcí. Díky tomu se blíže věnuji pojmům strategický a akční plán, SWOT analýza a marketingová koncepce obce či města. S touto problematikou úzce souvisí proces financování projektů na rozvoj municipalit. Ve své práci uvádím několik praktických příkladů čerpání finančních zdrojů na rozvoj ve vybraných městech a obci. Jedná se především o využívání prostředků ze strukturálních fondů EU a též prostřednictvím krajů v České republice. Na základě srovnání realizovaných projektů v Kralupech nad Vltavou a v Mělníku porovnávám úspěšnost v čerpání ze strukturálních fondů EU a přikládám ukázku praktického využití čerpání v těchto městech. Města mezi sebou porovnávám a následně vyvozuji doporučení. V závěrečné kapitole se zabývám kontrolní činností spojenou s realizací projektů, na které již byly finanční prostředky přiděleny a upozorňuji na chyby, kterých se při čerpání finančních dotací mohou žadatelé municipalit dopustit.

Abstract:

Abstract The theme of my diploma work covers the possibilities of using the EU Structural Funds in the period of 2007 – 2013 as regards the solving of current problems of towns and cities. I mainly focus on the topical issues of towns and cities and the opportunities of their using the financial facilities of the EU Structural Funds. The introductory chapter of my work describes the regional policy as a whole and concentrates on the Czech Republic. It is followed by the National Strategic Reference Framework (NSRF) for the period 2007 – 2013. I analyse the operational programmes contained in the latter document. In the next chapter, I deal with the scheme of development of towns and cities. For this purpose I closer focus on the Strategic and Action Plan, SWOT Analyse and marketing conception in town or city. With this point is closely wedded the process of funding the municipalities development projects. In my work I mention some practical examples of using the financial resources for the development in selected towns and cities. They include primarily the drawing of financial resources of the EU Structural Funds, also through regions in the Czech Republic. The success of the realized drawing on the EU Structural Funds is being compared between the towns Kralupy nad Vltavou and Mělník. I also enclose practical illustration of using the EU Funds in the abovementioned towns. Subsequently, some recommendations are concluded. In the last chapter I deal with the controlling function concerning the realization of those projects that have already benefited from the financial resources of the EU Funds. I also mention applicants´ mistakes that can occur while making use of the EU Funds.
