The Reform of Psychiatry in Greece

Abstract:

Prudké změny sociálního, ekonomického a civilizačního modelu a nová epidemiologická fakta v oblasti duševního zdraví za posledních 30 let vedou k nutnosti prohloubení a obohacení strategie, aplikované v Řecku. Na tomto základě byl aplikovaný model politiky modernizace v oblasti duševního zdraví teoreticky vypracován v psychiatrické reformě a jeho aplikace se blíží ke Psychiatrická reforma v Řecku byla opřena o zákon systému zdraví v rámci směrnice programu Evropské Unie, který stanovoval základy psychiatrické reformy. Konečnou podobu dostal vydáním zákona pod názvem „Rozvoj a modenizace služeb zdraví “. Osou reformy byla deinstitucionalizace a sociálně-pracovní zařazení duševně nemocných do komunity vytvořením vhodných ubytovacích jednotek a služeb uvnitř komunity s vyškoleným odborným personálem. V této práci došlo ke snaze zmapovat, předvést, analyzovat a objasnit všechny výše uvedené kroky a jejich výsledky. Psychiatrická rehabilitace je nekončícím procesem; je třeba neustále sledovat její vývoj a provádět potřebné korekce podle požadavků a příkazů doby.

Abstract:

The rapid changes in the social, economic and cultural model as well as the new epidemiological data in the field of Mental Health in the last thirty years have necessitated deepening and enrichment of policies in Greece. This policy, namely the modernization in the field of Mental Health, is applied through the Psychiatric Reform and its nearing completion. The implementation of the Psychiatric Reform began in Greece based on the Law on the National Health System, under a regulation, which laid the foundations of the Psychiatric Reform Programme (European Community). This law expanded and consolidated with the other laws mentioned in "Development and Modernization of Health Services and other provisions". The conditions for the success of the Psychiatric Reform and the successful operation of network services at the sectoral level were: the development of sector-sufficient units and actions of Mental Health, the staffing of the new structures with capable specialties of mental health professionals and the humanist conception underlying any intervention for the treatment of mental illness. In this paper an attempt is made to present, analyze and enlighten all these actions ,the problems that occurred, the inabilities and their results. Psychiatric rehabilitation in any case does not end at some point. On the contrary, it needs to be permanently monitored, to be able to adjust and adapt to current changes and challenges of the time.
