The Issue of Unresolved Border Disputes during European Union Accession: Case Study Croatia

Abstract:

Bakalářská práce mapuje možnosti řešení bilaterálních sporů o hranice před vstupem kandidátských zemí do Evropské Unie a taktéž mezi členskými státy na půdě EU. V případech, kdy vlády zemí nejsou schopny konflikt vyřešit samy, je nutný zásah třetího aktéra, kterého v evropském prostředí představuje právě EU. Cílem této bakalářské práce je provést analýzu současné podoby politik EU, jež je možno v případech intervence při řešení hraničních sporů zaujmout. Teoretický rámec je následně aplikován na případovou studii chorvatsko-slovinského sporu o námořní hranici v Piranském zálivu. Snahou autorky je vyzkoumat druhy politik EU a následně odpovědět na otázku jakým způsobem se intervence projevovala při řešení sporu o Piranský záliv.

Abstract:

This bachelor thesis surveys the means of solving the bilateral border disputes before the candidate countries enter the European Union as well as the talks between the member states of EU. In cases where the countries are not able to solve the disputes themselves, it is important for a third party to intervene, which in Europe is represented by the EU. The aim of the thesis is to analyze current forms of EU politics, which are being used during interventions. The theoretical concept is subsequently applied on the case study of Croatia – Slovenia maritime border dispute over the Piran Bay. The author is surveying the EU political means and subsequently answers the question how these were used to resolve the Piran Bay dispute.
