ANALYSIS OF ACTIVITIES AND OUTPUTS OF THE EXPERT COMMITTEE FOR PENSION REFORM IN 2014 - 2017

Abstract:

Bakalářská práce se zaměřuje na práci Odborné komise pro důchodovou reformu v letech 2014 až 2017, která byla vedena prof. Martinem Potůčkem. Hlavním cílem práce bylo provést analýzu a zhodnocení výstupů Odborné komise pro důchodovou reformu. Jednotlivé návrhy jsou podrobeny odborné diskusi a následně jsou k nim vyjádřeny vlastní názory. Z výsledku analýzy, provedené literární rešerší primárních zdrojů vyplývá, že Odborná komise se při svých pracovních jednáních držela svého politického zadání. Komise navrhla změny tak, aby byl vdůchodovém systému zabezpečen především důstojný důchod, posílen princip zásluhovosti a zajištěna dlouhodobá finanční stabilita systému. Odborné komisi se podařilo dojít ke stanoveným cílům, a tím naplnit svůj mandát.

Abstract:

This Bachelor thesis is focused on the work of the Expert Committee on Pension Reform of the Czech Republic during the years of 2014 – 2017, led by prof. Martin Potůček. The main aim of this thesis is to analyze and assess the Expert Committee’s outputs during this time. Proposals were professionally discussed on an individial basis before the author made personal remarks. The analysis, which consisted of literary research of primary sources, implies that the Expert Committee aligned with its political assignment during its professional dealings and proceedings. The Committe made proposals that were aimed at, first and foremost, securing a dignified pension in the current pension system, strengthening the principle of merit and ensuring the long-term financial sustainability of the pension system. The Expert Committee succeeded in reaching their stated objectives and thus fulfilled its mandate.
