Influence of the political cycle on municipal budgets in the South Moravian region

Abstract:

Tato bakalářská práce je zaměřena na zkoumání přítomností politického cyklu na úrovní obcí s rozšířenou působností v období konání voleb do obecních zastupitelstev (volební roky jsou 2014 a 2018). Konkrétně tyto obce jsou členěny na okresní a neokresní města. Myšlenkou je, že výdaje jsou vyšší ve volebním roce než v předvolebním. Následně myšlenka je porovnána s výzkumem přítomnosti a vlivu politického cyklu jiných českých autorů, které se zaměřovali na zkoumání uvedené problematiky na úrovni obcí. Prvním výsledkem je, že celkové výdaje ve značné míře rostou ve volebním období. Pro období 2011–2014 u obcí, které jsou neokresními městy, na 72% je průměrná úroveň celkových výdajů ve volebním roce vyšší, než v předvolebním období. U okresních měst podíl je větší a roven 80%. A za období 2015-2018 prokázalo zjistit větší manipulace u neokresních měst, u kterých je vidět 100% větší průměrné celkové výdaje ve volebních rocích. U okresních podíl se zachoval stejný a je roven 80%. Navíc u okresních měst politický cyklus je větší, vyjadřuje se to ve větších rozdílech mezi celkovými průměry v srovnání s neokresními městy. Druhým výsledkem je, že u čtyřech vybraných ukazatelů vývoje kapitálových výdajů ze sedmi neprokázalo vymezit manipulační vývoj v obou volebních obdobích. To znamená v letech 2014 a 2018 u výdajů na kulturu, církve a sdělovací prostředky, vzdělání a školské služby, pořízení dlouhodobého hmotného majetku, ochranu a bezpečí se neprokázal vliv politického cyklu, tedy vyšší výdaje ve volebním roce. U proměnných jako výdaje na ochranu životního prostředí a pozemní dopravu a komunikace nepotvrdil politický cyklus pro rok 2014. Zatímco pro rok 2018 potvrdil. Tendence vývoje vybraných kapitálových výdajů neukazuje na oportunistické aktivity politiků vybraných obcí Jihomoravského kraje. Finálním výsledkem, na co jsem přišel je přítomnost politického cyklu na úrovní obcí v Jihomoravském kraje ČR. Existuje vysoká pravděpodobnost manipulací s celkovými výdaji do veřejně prospěšných projektů. Politický cyklus ve vybraných obcích Jihomoravského kraje existuje a využívají poltící manipulaci s výdaji pro své oportunistické chování. Přínosem této práce je to, že se zabývám politickým cyklem v Jihomoravském kraji.

Abstract:

This bachelor thesis is focused on the study of the presence of the political cycle at the level of municipalities with extended competence in the period of municipal elections (the election years are 2014 and 2018). Specifically, these municipalities are divided into district and non-district cities. The idea is that spending is higher in an election year than in a pre-election year. Subsequently, the idea is compared with the research on the presence and influence of the political cycle of other Czech authors, who focused on the study of the above issues at the municipal level. The first result is that overall spending increases to a large extent during the election period. For the period 2011-2014 for municipalities that are non-district cities, at 72%, the average level of total expenditure in the election year is higher than in the pre-election period. For district cities, the share is greater and equal to 80%. And for the period 2015-2018, it was possible to detect greater manipulations in non-district cities, which show 100% greater average total expenditure in election years. For district share remained the same and is equal to 80%. In addition, for district cities, the political cycle is larger, expressed in larger differences between the overall averages compared to non-district cities. The second result is that for the four selected indicators of the development of capital expenditures out of seven, it was not possible to determine the manipulative development in both electoral periods. This means that in 2014 and 2018, expenditure on culture, churches and media, education and school services, the acquisition of fixed tangible assets, protection and security was not affected by the political cycle, manifested by higher expenditures in the election year. For variables such as environmental protection expenditure and land transport and communications, the policy cycle for 2014 was not confirmed. While for 2018 confirmed. Rather, the trend towards directing capital expenditure points to the absence of manipulations with capital expenditure. About 71% probability of the absence of a political cycle. When combined, this gives a share of 2/7 of the probability of the presence of a political cycle from all selected variables, which is 29%). The trend in the development of selected capital expenditures does not point to opportunistic activities of politicians of selected municipalities of the South Moravian region. The final result I came to is the presence of a political cycle at the level of municipalities in the South Moravian region of the Czech Republic. There is a high probability of manipulation of total expenditure to public benefit projects. The political cycle exists in selected municipalities of the South Moravian region, and they use half-hearted manipulation of expenses for their opportunistic behaviour. The benefit of this work is that I deal with the political cycle in the South Moravian region.
