Abstract:

Během posledních let Čína zvýšila svůj vliv a rozpočtové zdroje pro OSN, zejména v oblasti bezpečnosti pro udržení míru. Spolu s iniciativou Belt and Road Initiative (BRI) a různými investičními projekty v Africe, Asii a v podstatě všude na světě roste čínský zájem o konkrétní regiony. Velká hromada těchto investic je umístěna v oblastech, které by mohly být považovány za vysoce rizikové investice kvůli jejich současným nebo předpokládaným konfliktům. Čína je jedním z mála zdrojů investic a půjček, které nepožadují mnoho politických řetězců vázaných na investice. Předchozí umožňuje vládám přijímat půjčky bez obav z intervencionismu nebo narušení jejich právního státu. Bez ohledu na to Čína potřebuje nejen politické výhody, které tyto investice přinášejí, ale také záruku, že budou úspěšné a ziskové. Proto tvrdím, že mírové operace dávají Číně nejen měkký mocenský nástroj, ale také jim umožňuje mít boty na zemi a zároveň se politicky nezúčastňovat konfliktů, které by mohly poškodit jejich image a výdaje. Mít rozpočet a armádu pod vlajkou OSN, která se bude zabývat konflikty, které by mohly ohrozit investice rudého draka, je pro Čínu ideálním prostředkem pro zajištění jejich projektů a zároveň rostoucího vlivu v těchto zemích.

Abstract:

During the last years, China has raised its influence and budget supply to the United Nations, especially in the area of security for peacekeeping. Along with the Belt and Road Initiative (BRI) and various projects of investment in Africa, Asia and basically everywhere in the world, Chinese interest in particular regions is growing. A big pile of that investment is placed in areas that could be considered as high-risk investments due to their current or foreseen conflicts. China is one of the only sources of investment and loans that does not ask for many political strings tied to the investment. The previous allows governments to take loans without fearing interventionism or a disruption of their rule of law. Regardless of that, China needs not only the political favours that these investments bring but an assurance of them being successful and profitable. Therefore, I argue that peace operations give China not only a soft power tool but also allows them to have boots on the ground while at the same time not being politically engaged in conflicts that could damage their image and expenditure. Having a budget and army under the UN flag that deals with the conflicts that could endanger the investment of the red dragon are the ideal setting for China to secure their projects and growing influence in these countries at the same time.
