The Problems of the dangerous persecution in practice of the Police of the Czech Republic

Abstract:

Tato práce se zabývá problematikou tzv. „nebezpečného pronásledování“, neboli „stalkingu“ a to v přístupu příslušníků Policie ČR ve vztahu k posuzování jednání, které má znaky nebezpečného pronásledování, přístupu k obětem tohoto sociálně patologického jevu a v uplatňování ochranných opatření. Shromážděné informace o zvoleném tématu mohu být využity při dokumentaci, prověřování a vyšetřování případů s prvky nebezpečného pronásledování. Důkladnější seznámení s dosavadními výsledky zkoumání problematiky stalkingu může umožnit policistům zkvalitnit jejich postupy zejména v jednání s obětí a při příjmu oznámení a tím zefektivnit následné trestní řízení. V úvodní části bakalářské práce je popsána problematika nebezpečného pronásledování, další část je zaměřena na druhy, formy, příčiny a průběh nebezpečného pronásledování, typologii a profil pachatelů stalkingu a motivační vzorce jejich jednání. Dále je věnována pozornost oběti, procesu viktimizace, je zmíněn také fenomén tzv. falešných obětí. V další části jsou prezentována opatření proti nebezpečnému pronásledování. V empirické části této práce jsou předloženy výsledky průzkumu zaměřeného na zjištění, jak jsou policisté seznámeni s problematikou nebezpečného pronásledování, jak jsou připraveni řešit problémy obětí pronásledování a zda jsou schopni těmto obětem poskytnout účinná doporučení.

Abstract:

This bachelor thesis deals with the appproach of the policemen of the Czech Republic to the problems of „dangerous persecution,“ or so-called „stalking.“ The bachelor thesis also focuses on the judgement of the policemen of the Czech Republic of this behaviour which has the features of dangerous persecution, their relation to the victims of this socio-patological phenomenon and the usage of the protective measures by the policemen of the Czech Republic. A round-up information of the chosen topic can be used in documentation, verifying and investigation of incidents with the elements of dangerous persecution. More detailed identification with actual results of researching of the problems of stalking can enable to improve the quality of progresses of the policemen, especially their treatment of victims and their acceptance of an announcement, which can make prosecution more effective. In the introduction of this bachelor thesis there is the description of the problems of dangerous persecution and reasons which led me to the processing of this topic. Next part is aimed at kinds, forms, reasons and the course of this dangerous persecution, there is the typology and profile perpetrators of stalking and their motive for the deed. Except for this, there are the characteristics of a victim, the process of victimization and the phenomenon of so-called „false victims.“ In the empiric part of this thesis there are results of the survey aimed at the discovery how the policemen are acquainted with the problems of the dangerous persecution, how prepared they are to solve the problems of the victims of the persecution and whether they are able to provide these victims with effective recommendations.
