Analysis of the impact of political cycles on selected macroeconomic aggregates of the Czech Republic in the years 2000-2019

Abstract:

Cílem diplomové práce je zkoumání vlivu politických cyklů na makroekonomické agregáty v České republice. Teoretická část se zabývá fiskální politikou, jejími typy a nástroji, které vláda může použít při realizaci svých politik. Tato část se práce se zabývá politickými a hospodářskými cykly, v úplném závěru je charakterizován volební systém České republiky. Praktická část analyzuje vybrané makroekonomické agregáty (HDP, inflaci a nezaměstnanost) v jednotlivých volebních obdobích. V rámci analýzy práce prokazuje vliv politických na makroekonomické agregáty v některých obdobích. Analýza veřejných financí prokazuje, že až na výjimky v letech 2016 a 2018 byl státní rozpočet vždy schodkový. Státní dluh konstantně roste, výjimkou je volební období od roku 2013 až do 2017. Praktická část prokázala, že politické cykly zvýšily počet získaných voličských hlasů některých z vládních stran v následujícím období. Nicméně politický cyklus není jediným faktorem. V praktické části práce přináší národohospodářská doporučení.

Abstract:

The aim of this master thesis is to analyse the impact of political cycles on macroeconomic aggregates in the Czech Republic. The theoretical part of thesis is focusing on fiscal policy, its types and tools that the government can use to implement policies. This part of thesis defines political and economic cycles. At the end of this part electoral system of the Czech Republic is characterized. The practical part analyzes chosen macroenomic aggregates (GDP, inflation and unemployment) in the separated election periods. The practical part proved impact of political cycles on macroeconomic aggregates in some election periods. The analysis of public finance shows that the state budget has always been deficit, except years 2016 and 2018. State debt grows constantly with the exception of the electoral period from 2013 to 2017 The practical part showed that political cycles increased the received votes amount of some governing parties in the following period. However, the political cycle is not the only factor. At the end of the practical part thesis brings national economic recommendations.
