Protection of soft targets in the Czech Republic

Abstract:

Student v práci popíše a vysvětlí pojem měkký cíl, který je ústředním tématem bakalářské práce. Práce si klade za cíl definovat tento pojem a vysvětlit jeho význam pro bezpečnost státu. Autor práce se pokusí na jednotlivých příkladech demonstrovat měkké cíle, jako vhodná místa pro spáchání protiprávního činu velkého rozsahu, např. Teroristického útoku. Autor bude vycházet z dokonaných činů z minulých let napříč globálním prostředím, jež se značně proměnilo v důsledku geopolitických vlivů. Především hrozba terorismu nutí bezpečnostní sbory se zabývat problematikou ochrany měkkých cílů v zemi. Budou krátce nastíněny základní motivy a metody teroristů, typologie útoků a atd. Práce bude popisovat funkci jednotlivých složek IZS, rozdíly v porovnávání a třídění objektů z pohledu každé ze základních složek IZS, jejich připravenost na situace při nebo po útocích na měkké cíle. Veškeré tyto znalosti z legislativy, strategických dokumentů státu a zahraničích událostí nabídnout možnost pochopit z různých pohledů komplexnost pojmu ochrana měkkých cílů. Student v závěru práce zhodnotí stávající problematiku, navrhne zlepšení přínosné pro budoucí praxi v systému ochrany měkkých cílů a zodpoví na výzkumnou otázku ve znění: „Je současný stav a přístup bezpečnostních sborů k problematice ochrany měkkých cílů odpovědný míře rizika teroristického útoku na českém území?“

Abstract:

In this thesis, the student will describe and explain the concept of a soft target, which is the main topic of the bachelor's thesis. The thesis aims to define this term and explain its importance for the security of the state. The author of the thesis will try to use individual examples to demonstrate soft targets as suitable places for committing a large-scale illegal act, e.g. a terrorist attack. The author will draw on accomplished acts from past years across global environment that has changed considerably as a result of geopolitical influences. Above all, the threat of terrorism is forcing security forces to deal with the issue of protecting soft targets in the country. The basic motives and methods of terrorists, typologies of attacks, etc. will be briefly outlined. The thesis will describe the function of individual components of the IRS (Integrated rescue system), the differences in comparing and classifying objects from the perspective of each of the basic components of the IRS, their preparedness for situations during or after attacks on soft targets. All this knowledge from legislation, strategic documents of the state and foreign events offer the opportunity to understand the complexity of the concept of protection of soft targets from different perspectives. In the conclusion of the thesis, the student will evaluate the existing issues, suggest improvements beneficial for future practice in the system of soft target protection and answer the research question as follows: "Is the current state and approach of security forces to the issue of soft target protection responsible for the level of risk of terrorist attack on the Czech territory?“
