Abstract:

Bakalářská práce se zabývá problematikou transferů ve veřejném sektoru se zaměřením na obce. V teoretické části práce je charakterizována veřejná správa a územní samosprávné celky, především jejich postavení a důvody vzniku. Dále se zabývá zařazením transferů ve finančním systému územní samosprávy a jejich účtováním podle platné právní úpravy České republiky. Druhá část práce je zaměřena na vybranou dotaci v konkrétní obci. Tato část přibližuje proces získání dotace a její zařazení ve výkazech obce.

Abstract:

This bachelor thesis deals with the topic of transfers in public sector with the focus on municipalities. The theoretical part describes public administration and self-governing territorial units, mainly their status and the reasons behind creating them. Further it addresses classification of transfers in the financial system of territorial self-governance and their accounting based on the current legislation of the Czech Republic. The second part of the thesis focuses on the chosen subsidy in the particular municipality. This part explains the process of acquiring the subsidy and its classification in the accounting and statements.
