Information and communication technologies in public administration Czech Republic

Abstract:

V této práci je stručně popsána historie a vývoj, který vedl od prvních vynálezů umožňujících zpracování informací a prvních komunikačních nástrojů až po současné moderní informační a komunikační technologie. Dále je provedeno šetření časového období, které postihuje vývoj zavádění informačních a komunikačních technologií do struktur státní správy. Zjišťoval jsem i podíl jednotlivců a podniků přistupujících pomocí internetu k úřadům státní správy v jednotlivých letech. Výsledky zaznamenaných údajů jsou porovnány s dostupnými hodnotami okolních států celé Evropy. Pro potřeby následného porovnání bylo vytvořeno analogické šetření v podnikovém sektoru. Následně jsem provedl porovnání zaznamenaných údajů za podnikový a veřejný sektor. V neposlední řadě jsem definoval klady, ale také zápory, které přináší používání informačních a komunikačních technologií. Provedl jsem i jisté zamyšlení nad budoucím vývojem těchto technologií. Závěrem jsem odpověděl na stanovený cíl práce a to do jaké míry jsou informační a komunikační technologie využívány v sektoru veřejné správy.

Abstract:

This thesis will briefly describe the history and development leading from the first inventions enabling information processing and the first communication tools to contemporary modern information and communication technologies. It will further explore the period of the implementation of information and communication technologies into the state administration structure. The proportion of individuals and businesses accessing the state administration over the Internet each year will be looked into. The results of the data recorded will be compared with the available figures in neighbouring states of the whole Europe. For the purpose of further comparison parallel research will be carried out in business sector. The relevant data gathered in public and business sectors will be compared. Benefits and drawbacks brought about by the use of information and communication technologies will be also defined . Some ideas concerning the future development of these technologies will be offered . Finally, the thesis will fulfil its set objective, i.e. it will show to what extent information and communication technologies are used in public sector.
