The Demographic Characteristics of the Posvitavská Urban Agglomeration as a Basis for the Crisis Management

Abstract:

Ve své práci jsem se snažila vystihnout základní demografické charakteristiky České republiky, Jihomoravského kraje a okresu Blansko. Toto šetření je důležitou součástí práce, protože slouží jako podklad pro krizový management, kterým se práce dále zabývá. Práce není prezentací všech mimořádných nebo krizových situací, které se potenciálně mohou v modelovém regionu odehrát, ale sleduje ty nejzávažnější události, tj. vznik mimořádné události na zimním stadionu Blansko a vznik zvláštních povodní pod VD Boskovice na Bělé a pod VD Letovice na Křetínce. Součástí práce jsou přehledné tabulky a grafy sledovaných demografických ukazatelů a tabelární, grafický a mapový přehled k mimořádným a krizovým událostem v modelovém regionu. Protože žádná ucelená vědecká publikace o krizovém managementu v Posvitavské sídelní aglomeraci neexistuje, veškeré informace jsem získala od pracovníků obecního úřadu města Blanska a z materiálů Ministerstva obrany a odboru obrany magistrátu města Brna. Došla jsem k závěru, že téma krizového managementu, je stále ještě velmi opomíjeno a je obtížně zpracovatelné díky nedostatku materiálů, které jsou často jednostranně zaměřené, nedostatečné nebo veřejnosti nedostupné. Je tedy nezbytná spolupráce s příslušnými úřady. Závěrem lze říci, že téma krizového managementu je stále v naší společnosti dosti přehlíženo. Zvláště co se týče výuky na základních školách je tato problematika vnímána jako přežitek „minulé“ doby a jen velmi pomalu se opět vrací a začleňuje do výuky.

Abstract:

In my thesis, I tried to encompass the basic demographic characteristics of the Czech Republic, of the South Moravian Region and the District of Blansko. This analysis is an important part of the thesis because it serves as a source for the crisis management further dealt with in this thesis. The aim of this treatise is not to present all the extraordinary or critical situations that could possibly happen in the chosen region but to observe the most serious incidents, the origination of the critical situation at the ice stadium in Blansko and the origination of unusal floods under the VD Boskovice on the Bělá river and under the VD Letovice on the Křetínka river. A set of coherent charts and graphs of observed demographic indicators are included in the thesis as well as a tabular, graphic and map summary of the extraordinary and critical situations in the chosen region. Due to the fact that no coherent scientific publication on the crisis management in the Posvitavská urban agglomeration has so far been written, I obtained all the information from the Blansko Town Hall officers, from the Ministry of Defense materials and from The Defense Department of the Brno Municipality. I have come to the conclusion that the crisis management topic is still very much overlooked and it is difficult to compile materials for any essay or thesis, because these are often one-sided, insufficient or inaccessible to the public. The cooperation with the relevant departments is therefore vital. To sum up we can say that the crisis management topic is still rather disregarded in our society. Especially at primary schools they regard this problem as a a sort of a relic of the „former“ era and the process of reintegration into teaching is very slow.
