Social assistance and services in the Czech Republic after Social reform I.

Abstract:

Cílem diplomové práce je srovnání poskytované pomoci a služeb před a po účinnosti Sociální reformy I. Diplomová práce je rozdělena do deseti kapitol. První kapitolou je úvod, poslední kapitolou závěr. Druhá kapitola je věnována historii a vývoji sociálního zabezpečení u nás. Ve třetí kapitole jsem popsala základní oblasti a cíle Sociální reformy I tak, jak je stanovila vláda ČR, včetně přehledu právní předpisů přijatých v souvislosti s reformou. Čtvrtá kapitola je členěna do třech podkapitol a poskytuje přehled a základní charakteristiku jednotlivých dávek určených osobám zdravotně postiženým po 1. lednu 2012. V páté kapitole se zabývám změnami, ke kterým došlo v souvislosti se sociální reformou v oblasti sociálních služeb a příspěvku na péči. Šestá kapitola je věnována kartě sociálních systémů, která měla být určena bez výjimky všem příjemcům nepojistných sociálních dávek, tedy dávek státní sociální podpory, dávek pro osoby zdravotně postižené, příspěvku na péči a dávek hmotné nouze. Sedmá kapitola dává přehled o dávkách sociální péče, které byly zdravotně postiženým občanům poskytovány do konce roku 2011. Osmá kapitola je orientována na dávky pro osoby zdravotně postižené ve vybraných zemích Evropské unie - ve Velké Británii a na Slovensku. Devátá kapitola nabízí úvahy de lege ferenda.

Abstract:

The aim of this thesis is the comparison of assistance and service before and after the effectiveness of the Social Reform I. The thesis is divided into the ten chapters. The first chapter is an introduction, the last one is the conclusion. The second chapter is devoted to the history and development of social security in our country. In the third chapter I described the basic field and objectives of Social Reform I. as well as the government has set including the an overview of the legal provisions adopted in the context of reform. The fourth chapter is divided into the three subsections and provides an overview and basic characters of individual benefits for persons with disabilities after 1.1.2012. In the fifth chapter I deal with changes that were occurred in the context with Social Reform I. in social services and care allowance. The sixth chapter is devoted to the card social security system that should was designed without exception to all recipients of non-insurance social benefits, benefits for disabled persons, the care allowance and benefits in material need. The seventh chapter gives an overview of social benefits that were provided to disabled persons by the end of 2011. The eight chapter is focused on the benefits for people with disabilities in selected countries of the European Union ? in the United Kingdom and Slovak Republic. The ninth chapter provides considerations de lege aspects.
