Negotiating the European Multiannual Financial Framework. An assesment of Germany and Poland in the light of Two Level Games

Abstract:

This thesis researches the negotiations on the Multiannual Financial Framework (MFF) of the EU, analyzing the cases of Germany and Poland within the light of Robert D. Putnam's Two-Level Games. This theory assumes entangled international and domestic politics, if international bargaining has to lead to a tentative agreement which has to be ratified by the domestic level. Which aspects of the theory can be found in the negotiation process of the MFF 2014-2020 and what can, based on these findings be expected for the upcoming negotiations on the MFF 2021-2027? The article focuses on domestic preferences, coalitions, powers and institutions as well as preferences and strategies of the negotiators at the international level. The outcome of the research shows that Putnam's theory might not be the perfect model to explain negotiations within the European Union's political system.
