Mandatory expenditures in the Czech Republic - the structure and development

Abstract:

Předložená práce je zaměřená na mandatorní výdaje České republiky, které se v rozhodné výši podílí na výdajích státního rozpočtu. Mandatorní výdaje se dělí na mandatorní výdaje hrazené na základě zákona a ostatní mandatorní výdaje hrazené v důsledku jiných právních norem a smluvních závazků. V souvislosti s přikázanými výdaji jsou zmíněny i Quasi mandatorní výdaje, které jsou vynakládány k zabezpečení obranyschopnosti a chodu státu. V bakalářské práci je uvedena podrobná charakteristika jednotlivých druhů mandatorních výdajů, které jsou v další části analyzovány v průběhu let 2006 - 2010. V závěru je zhodnocen vliv reforem a shrnuta řešená problematika.

Abstract:

This work is based on mandatory expenditures in the Czech Republic, which are involved in expenses of state budget. Mandatory expenditures are divided into mandatory expenditures paid pursuant to the law and other mandatory expenses paid as a result of other laws and contractual obligations. In connection with the commanded expenses are mentioned also quasi-mandatory expenditures, which are spent for defense and security of statecraft. The thesis provides a detailed characterization of individual types of mandatory expenditures, which are analyzed in the following section through the years 2006 - 2010. In the conclusion the reform influence is evaluated and the solved issues summarized.
