Single European Payment Area

Abstract:

Společná evropská platební oblast (SEPA) je projekt, jehož cílem je sjednocení finančních trhů v rámci Evropské unie a přidružených států. Cílem projektu je umožnit provádění plateb napříč Evropou za stejných podmínek, doby zpracování a poplatků jako u plateb prováděných v tuzemsku. Kromě sjednocení právních norem projekt SEPA určil čtyři platební nástroje, u kterých dojde ke sjednocení podmínek. Jedná se o bezhotovostní úhrady, přímé inkaso, platební karty a hotovost. Na začátku roku 2008 byly spuštěny bezhotovostní úhrady a v současnosti se intenzivně pracuje na přímých inkasech. Důležitým mezníkem je zavedení směrnice o platebním styku, která sjednotí podmínky pro provádění platebního styku. Ve své diplomové práci se zabývám vznikem projektu, jednotlivými platebními nástroji a právními normami upravujícími platební styk v rámci Evropské unie. Dále popisuji, jak jsou platební nástroje SEPA zaváděny v České republice.

Abstract:

The Single European Payment Area (SEPA) is a project aimed at unifying the financial markets within the European Union (EU) and affiliated countries. The aim of the project is to allow payment transactions anywhere in Europe with the same conditions, processing time and charges as payments made domestically. In addition to the unification of legal norms the SEPA project establised four payment instruments to unify the conditions. These instruments are credit transfers, direct debits, credit cards and cash. At the beginning of 2008 credit transfers were launched and intensive work is currently being done on direct debits. An important landmark is the introduction of guidelines for the payment system which unifies the payment conditions. In my thesis I address the formation of the project, the individual payment instruments and the legal norms governing the payment system within the EU. I also describe how the payment instruments of SEPA are implemented in the Czech Republic.
