Nongovernmental organizations as partners of Canadian foreign policy

Abstract:

Cílem této práce je analyzovat formování vztahu mezi kanadskou zahraniční politikou a nevládními organizacemi. Období jsem vymezila od 90. let až po současnost. V první kapitole se věnuji analýze stávající literatury. Ve druhé kapitole se již soustředím na historii vztahu mezi kanadskou vládou a NGOs. Ve třetí a čtvrté kapitole se více věnuji NGO-vládnímu vztahu a angažmá kanadských NGOs během Ottawské úmluvy a vyjednávání o FCTC. V tomto případě jsem využila typologii NGO-vládních vztahů, přičemž jsem zjistila, že kanadský NGO-vládní vztah disponoval vysokou úrovní spolupráce a vzájemného doplňování. Výjimkou je období vlády Stephena Harpera, jehož období je poznamenané utlačováním některých NGOs.

Abstract:

Main aim of this bachelor thesis is to analyze shaping of the relations between Canadian foreign policy and nongovernmental organizations (NGOs) during periods of both - the liberal and conservative parties. By analyzing the literature in the first chapter I tried to find a typology to fit the relations of Canadian government and NGOs first, during the negotiation of Ottawa treaty and during the negotiation of the Framework for tobacco control. In next chapters I tried to find out engagement of Canadian NGOs in Canadian foreign policy. NGOs were active in agenda settings and implementation of policies and became worthy partners to their government. From those analysis I found that Canadian government-NGOs relations were not always in a good shape, like in the period of Stephen Harper and the silencing of some NGOs, but in the first liberal and current liberal periods, relations are marked in good spirit between Canadian government and Canadian NGOs. During both negotiations of Ottawa treaty and FCTC, government and NGOs successfully cooperate together to achieve a common goal. I used a typology from the author Jennifer M. Coston to describe those relations. For Ottawa treaty I used Coston's type of collaboration and for FCTC type of complementarity.
