Tax Revenues of Local Budgets in the Czech Republic

Abstract:

Obsahem práce jsou daňové příjmy místních rozpočtů. V teoretické části jsou charakterizovány jednotlivé daňové příjmy. Práce se zabývá především vývojem zákona č. 243/2000 Sb., o rozpočtovém určení výnosů některých daní územním samosprávným celkům a některým státním fondům. Sleduje změny daňových zákonů, na kterých jsou přímo závislé výnosy daní, které plynou do státního rozpočtu a s tím související podíly na daňových výnosech náležející místním, především obecních rozpočtům. Cílem práce je zhodnotit přínos novely zákona o rozpočtovém určení daní, která je platná od roku 2008. Tento cíl byl stanoven s ohledem na počínající diskuzi o další novelizaci zákona o rozpočtovém určení daní. V praktické části jsou analyzovány skutečné daňové příjmy Státního rozpočtu ČR a rozpočtu Obce Markvartice v období let 2007 – 2009. Jsou zde porovnávány skutečné a rozpočtované daňové příjmy v jednotlivých letech. Dále se práce zabývá skutečnostmi, které ovlivňují celostátní výnosy daní.

Abstract:

The content of this thesis is tax revenues of local budgets. The theoretical part characterizes individual tax revenues. The thesis deals namely with the development of Act No. 243/2000 Coll., on Budgetary Allocation of Revenues of Certain Taxes to Territorial Self-Governing Units and Some State Funds. It monitors amendments to tax laws, which affect directly the tax revenues flowing into the State Budget and the related share of tax revenues pertaining to local, namely municipal budgets. The aim of this thesis is to evaluate the benefits of the amendment to the Act on Budgetary Allocation of Revenues, which has been in effect since 2008. This target was determined with respect to the beginning discussion on further amendment to the above Act. The practical part analyses the actual tax revenues of the State Budget of the Czech Republic and the budget of the municipality of Markvartice between 2007 and 2009. The actual and budgeted tax revenues in individual years are compared here. The thesis deals further with facts affecting the national tax revenues.
