Abstract:

Diplomová práce je zaměřena na analýzu vstupu Turecka do Evropské unie z pohledu potenciálních rizik v Evropě a ve světě. Řeší širší pohled na problematiku kandidátské země Evropské unie - Turecka. Otázka jeho vstupu do EU přesahuje jeho geografické hranice. Cílem mé práce je rozbor jednotlivých oblastí a kontroverzního postavení Turecka z řady úhlů pohledu, poukazuje na možná rizika a uvádí i případné přínosy při jeho vstupu do EU. Již přístupová jednání rozpoutala řadu otázek u odborné i laické veřejnosti a samotnou Unii pak rozdělila do několika táborů. Kde končí a začínají hranice Evropy? Jak demokratické Evropě prospěje úzký vztah s islámskou zemí? Jak migrace Turků může ovlivnit evropskou populaci? Rozebral jsem zde možná pozitiva i negativa rozšíření EU na Blízký východ. Domnívám se, že tato otázka je stále ještě široce otevřená a časový horizont se nezdá nijak omezený. Je zde tedy dostatečný prostor pro zvážení všech pro a proti obou stran. Snažil jsem se nalézt odpovědi nejen na otázky rozdílu mezi oběma odlišnými světy, ale i otázky společných hodnot, jako je například dědictví idejí francouzské revoluce ve struktuře státní a veřejné správy. Stejně tak i dopátrat se důležitých zásad, uznávaných tradic a otázek budoucnosti EU. Hledal jsem roviny a možné oblasti, do kterých se může evropská integrace rozvinout a zároveň i možná rizika vyplývající z tohoto spojení.

Abstract:

This final thesis is focused on the analysis of the accession of Turkey to the European Union from the perspective of potencial risks in Europe and in the world. It solves a broader view of the points at issue of an EU candidate – Turkey. The question of its accession to the European Union goes beyond its geographical border. The aim of my thesis is an analysis of the individual areas and of the controversial position of Turkey from various points of view. Potential risks as well as benefits of its accession to the European Union are also pointed out in the thesis. Negotiations concerning the accession of Turkey to the EU have already raised a lot of questions both among experts and laymen and divided the Union itself into several factions. Where does the European border start and end? What benefits will a close relation with an Islamic country bring to the democratic European Union? How can the migration of Turks influence European population? In this thesis I have analyzed the potential positives and negatives of enlargement of the EU in the direction of the Near East. In my opinion, this question is still widely open and the time horizon does not seem limited in any way. There is thus enough space for weighing all the pros and cons of both parties. I have tried to find answers not only to questions concerning the differences between both of the above worlds, but also to questions of social values, such as the heritage of ideas of the French revolution in the structure of state and public administration. I have also attempted to ascertain significant principles of the EU, its respected traditions and questions of its future. I have searched for levels and potential areas into which the European integration may develop as well as for possible risks arising from this unification.
