Czech political parties and their perception of European federalism. European integration and political parties in the Czech Republic

Abstract:

Dizertační práce České politické strany a jejich percepce evropského federa-lismu. Evropská integrace a politické strany v České republice se soustředí na analýzu vztahu českých politických stran k otázce evropského federalismu jako dílčího aspektu evropské integrace. Text je rozčleněn do čtyř částí. První část Evropský federalismus se soustředí na pojem federalismus; popisuje modely evropské integrace se zvláštním důrazem na federalistické paradigma, zabývá se historií evropského federalismu a analyzuje současný evropský federalismus a debatu o něm. První kapitola je ukončena dílčím závěrem. Druhá část Teoretický rámec: Politické strany a jejich postoje k evropské integraci představuje zvolená teoretická vý-chodiska a koncepty postojů stran k evropské integraci. Kapitola je uzavřena dílčí konkluzí a navržením vlastního schématu postojů politických stran k evropské integraci a Evropské unii se zvláštním zřetelem na evropský federa-lismus. Třetí kapitola Eurofederalismus a české politické strany je soustředěna v první části na představení existujících klasifikací postojů českých politických stran k obecnému procesu evropské integrace. Druhá část je zaměřena na sa-motnou analýzu stranických dokumentů a rozhovorů s experty. Kapitola je uzavřena kategorizací stran na základě vytvořeného schématu. Závěrečná čtvr-tá kapitola je věnována verifikaci hypotéz a zodpovězení výzkumných otázek. Následují přílohy textu. Jako teoretická východiska byla zvolena teorie cleavages tak, jak s ní pracují Marks, Wilson, Hooghe a ostatní, kteří tvrdí, že na základě ideologické lokace strany lze předpovědět, jakou pozici bude strana zastávat vzhledem k evropské integraci. Dále je využita teorie význačnosti (salience theory), jejíž základem je teze, že strany strategicky zvyšují důležitost některých témat a snižují význam jiných, ve snaze dosáhnout vyššího zisku. Pro první a druhou část textu je použita metoda deskriptivně-analytická spolu s metodou kompara-tivní; třetí část textu se opírá o metodu analýzy volebních programů stran a jiných stranických dokumentů, které s tématem souvisejí (1996-2006) a meto-du kvalitativních interview. Byly stanoveny tři hypotézy, z nichž dvě jsou vyvráceny; třetí hypotéza je potvrzena. Ukázalo se, že nelze tvrdit, že strany, jejichž postoj k evropské integraci je kladný, zaujímají kladný postoj k evropskému federalismu. Druhá hypotéza, že strany, které obhajují evropský federalismus (jako vhodné uspo-řádání pro Evropskou unii), považují téma evropského federalismu za důležité také nebyla potvrzena. Hypotéza třetí, která říká, že téma evropského federa-lismu je pro politické strany důležité do té míry, do jaké je předmětem (nástro-jem) stranické soutěže byla potvrzena. Výzkum přinesl zjištění, že strany deklarují důležitost globálního téma-tu evropské integrace, avšak varianty či modely evropského uspořádání, coby dílčí rys integrace mají pro politické strany v České republice jen limitovanou relevanci. V tomto smyslu jejich výzkum nepředstavuje v současné době vyu-žitelný potenciál. Postoj českých politických stran k eurofederalismu však uká-zal na více obecný problém, a sice, do jaké míry národní politické strany fak-ticky reflektují témata formulovaná na evropské platformě, případně, do jaké míry jsou jí fakticky ovlivňovány. Ze závěrů provedeného výzkumu lze usuzo-vat, že tzv. evropská témata nepředstavují pro národní politické strany jistou relevanci, pokud jejich potenciálu nemohou využít na domácí politické scéně.

Abstract:

The doctoral thesis Czech political parties and their perception of European federalism. European integration and political parties in the Czech Republic focuses on analysis of Czech political parties attitudes to the issue of European federalism as one of aspects of the European integration. The text is structured in four chapters. The first part European federalism concentrates on the term federalism. It describes models of European integration with an emphasis on European federalist paradigm; further, it deals with history of European federalism and analyses current European federalism and debates on it. The first chapter is concluded by a semi-conclusion. The second part Theoretical framework: Political parties and their attitudes to European integration introduces theoretical starting points and concepts of parties` attitudes to European integration. The chapter is concluded by a semi-conclusion and by an own scheme of political parties attitudes to European integration and European Union with a special attention to the federal model. The third chapter Euro-federalism and Czech political parties introduces in its first part focuses currently existing classifications of attitudes of Czech political parties to the global process of European integration. The second part concentrates on the analysis of parties documents and expert survey. The chapter is concluded by a categorization of the Czech political parties according the constructed scheme. In the concluding forth chapter hypothesis are verified and research questions are answered. Annexes follow the text. The framework adopted was that of cleavage theory as presented by Marks, Wilson, Hooghe, and others who argue that on the basis of ideological location of a party it can be predicted what the party s stance will be on European integration. Another tool is salience theory, based on the hypothesis that parties strategically emphasize the importance of certain themes while downplaying that of others in an effort to maximize their gains. For the first and second section, an analytical-descriptive method was taken, along with comparative methodology. In the part three, methods of document analysis and surveys of party experts were used. Three basic hypotheses were put forth; two of them were refuted, while the third hypothesis was confirmed. It was shown, that it could not be said that parties whose position on European integration is positive must take a positive position on European federalism as well. The second hypothesis, that parties that advocate European federalism (as a suitable system for the European Union) consider the issue of European federalism as important was not confirmed, either. The third hypothesis, which says, that the issue of European federalism is important for parties to the extent the issue is the subject of party competition was confirmed. The research brought a finding that Czech political parties proclaim the importance of the global issue of European integration, but variants or models of European integration, as a specific feature of the integration, have only a limited relevance to them. In this sense, its research currently does not bring an exploitable potential. However, the attitudes of Czech political parties to the Euro- federalism showed a more global issue: to which extent do national political parties in reality reflect topics formulated on the European level, or to which extent are they influenced by the European level. From the findings of the conducted research is it possible to conclude, that so-called European topics do not present a relevance to national political parties if they cannot use their potential on a national level.
