Freedom of speech and expression on the Internet in Russia and methods of their restrictions

Abstract:

Tato bakalářská práce se zabývá aktuálními otázkami práva na svobodu slova či projevu na internetu, a zejména jeho omezení v Rusku. Práce byla vypracována na základě hypotézy, podle které je cenzura, filtrace nevhodných informací a šíření propagandy v Ruské Federaci mnohem intenzivnější v porovnaní s ostatními demokratickými státy, a s každým rokem stále roste. Cílem práce je analýza případů omezení svobody slova v dané zemi a její vývoj od roku 2018 do současnosti. První kapitola práce pojednává o významu pojmu cenzury, nastiňuje historii tohoto termínu a její vývoj na internetu ve světě, zejména poté v Rusku. Druha kapitola popisuje, kdo je zodpovědný za filtrace a blokovaní nevhodného obsahu před veřejností. V práci jsou také popsány možné způsoby pro obcházení cenzury a jejich výhody či nevýhody. Hlavními metodami pro dosažení cíle této bakalářské práce jsou deskripce, případové studie, rešerše a analýzy konkrétních událostí zasahování státu a korporací do svobody slova a projevu osob na internetu (převážně na sociálních sítích), proč k tomu došlo a jaké měly následky. Pozornost není věnována jen samotným událostem, ale také souvislostem se společenskými a politickými změnami. Závěrem bakalářské práce je zdůraznění důležitosti svobody projevu jak v online prostoru, tak offline. Tato práce poté představí i možné řešení aktuální situace.

Abstract:

The purpose of this bachelor’s thesis is to analyze the development of intensity of censorship on the internet in Russia. The work was based on the hypothesis that censorship and filtering of not State-based information and propaganda in Russia is much more severe compared to other democracies. The aim of the thesis is to analyze freedom of speech restrictions cases in Russia and its development from 2018 to the present. The first chapter of the thesis describes the meaning of the term censorship, outlines the history of this term and development of censorship on the Internet in the world, and especially in Russia. The second chapter depicts what are the means for filtering and blocking inappropriate content from the public. Moreover, the work portrays possible methods to circumvent censorship and their advantages and disadvantages. Main methods for achieving the goal of this bachelor thesis are: descriptions, case studies, research and analysis of specific events interfering with the state and corporations in the freedom of speech and expression of people on the Internet and social networks, why this happened and what consequences they had. The work observes and reflects events themselves and the context of social and political change. The bachelor thesis concludes that freedom of speech online is as important as freedom of speech offline. Finally, this work presents possible solutions to the current situation.
