State failure in South Sudan – analysis of political-military indicators

Abstract:

Předkládaná práce se zabývá analýzou a reflexí rozpadu státu Jižní Súdán. Označení rozpadlý stát a hrozby plynoucí z tohoto stavu nejenom pro obyvatele daného státu a mezinárodní společenství, ale také pro ostatní země pokládané za rozpadlé státy jsou velmi závažné, proto se jimi bezpečnostní experti a akademici od 90. let zabývají. Cílem této práce je analyzovat a rozvinout číselné indikátory, které přispívaly a stále přispívají k rozpadu Jižního Súdánu. Analytickým rámcem práce je Fragile States Index americké společnosti The Fund for Peace. Stát je zmítán dlouhou občanskou válkou, rozšířenou korupcí, opakovaným porušováním lidských práv populace, nedostatkem infrastruktury a služeb a neustálým násilím mezi etnickými skupinami. Tyto závažné bezpečnostní a ekonomické nedostatky se nepodařilo vyřešit ani přes mírovou dohodu podepsanou roku 2015 v Addis Abebě a situace v Jižním Súdánu zůstává pro jeho obyvatele nadále kritická. Důsledky tohoto stavu se projevují vnitřním napětím.

Abstract:

This thesis outlines, analyses and reflects upon the description of South Sudan as a Failed State. The label Failed State and the implications of this status not only for inhabitants of South Sudan and the international community but also for other countries labelled as Failed States are so profound and serious that international security experts and academics have been researching and addressing this topic since the 1990s. The aim of the work is to analyse and develop the numerical values of indicators that contributed and continue to contribute to the failure of South Sudan. The analytic framework used in the work is the Fragile States Index by the American company The Fund for Peace. South Sudan is destabilised by a protracted civil war, widespread political corruption, repeated violation of the human rights of its population, the lack of basic infrastructure and services, and on-going violence between ethnic groups. The serious security and welfare concerns outlined above have failed to improve despite fleeting peace in 2015 when a peace treaty was signed in Addis Ababa, and the situation in South Sudan remains critical for its inhabitants and the repercussions are felt internationally.
