Territorial economic contribution and its impact on selected subjects

Abstract:

Předmětem diplomové práce Územní ekonomická daň a její dopad na vybrané subjekty je zhodnocení zavedení územní ekonomické daně, která nahradila v roce 2010 ve Francii daň živnostenskou. Cílem je zhodnotit, zda reforma respektovala principy fiskální a daňové neutrality. Dílčím cílem je zhodnotit, jaký měla dopad na vybrané ekonomické subjekty. První kapitola se věnuje teorii fiskálního federalismu. Druhá kapitola se zaměřuje na současné decentralizační tendence. Třetí kapitola se věnuje struktuře územní samosprávy ve Francii. Reforma místních financí je předmětem čtvrté kapitoly, především pak důvody reformy a samotná podstata reformy. Následující kapitola zkoumá dopad na obchodní společnosti. Závěrečná kapitola shrnuje dopad na územní samosprávní celky, kde se soustřeďuje na úroveň regionální, úroveň departmentu a nakonec také na úroveň obecní. Závěrečná část kapitoly diskutuje dopad reformy na státní rozpočet.

Abstract:

The aim of the Territorial economic contribution and its impact on selected subjects diploma thesis is to evaluate launch of territorial economic contribution which replaced the professional tax in France in 2010. The primary goal is to evaluate if the reform respected the principles of fiscal and tax neutrality. Secondary goals evaluate how big was the tax reform impact on selected economic subjects. The first chapter discusses the theory of fiscal federalism. The second chapter focuses on the current decentralization tendency. The third chapter concerns the territorial self-government in France. The forth chapter deals with the territorial finance, especially the reform motives and the core of the tax reform. The sixth chapter explores the impact on economic subjects. The final chapter summarizes the tax impact on with special focus on the regional, departmental and municipal levels. The last part of seventh chapter discusses the tax reform impact on state budget.
