The Politics of Being Roma - Roma Politics

Abstract:

Disertační práce Politika romství – romská politika je etnografií politiky (u) Romů. Vychází z předpokladu odlišnosti Romů od majority (nejen) na poli politickém a na základě toho mapuje, co je to romská politika. Zkoumá různé projevy politické angažovanosti Romů a zachycuje kontexty které jsou pro ně podnětem k těmto aktivitám. Na individuální rovině analyzuje atributy politika – Roma a staví je do kontrastu s diskurzem majority. V neposlední řadě charakterizuje romství jako fluidní identitu s výrazným politickým a mocenským potenciálem. Určující paradigmatickou optiku představují interpretativní teorie, především koncepce sociální konstrukce reality Bergera a Luckmanna (1999), teorie strukturace Giddense (1996) a částečně rovněž symbolická antropologie v pojetí Turnera (1967). Dalšími teoriemi které značně ovlivnily celou práci jsou pak teorie kulturního relativismu, teorie rolí, teorie modernity a teorie brikoláže (Lévi-Strauss, C., 1964-1971; Goffman, E., 1975; Gergen, K. J.,1991(2000); Bourdieu, P., 1994 (1998)). Převládajícím metodologickým přístupem bylo dlouhodobé zúčastněné pozorování, etnografie a narativní biografické rozhovory. Autorka popisuje základní rozdíly mezi romskou politikou a politickým polem majority, mezi které patří ze strany Romů např. závislost na rodině či na místě původu, jež mají přímou souvislost s pozitivním přijetím a hodnocením osoby jako úspěšného politika samotnými Romy, nikoliv však majoritou. Ta se skrze četné aktivity snaží především o homogenizaci Romů na poli politickém, jejíž výsledkem je nepočetná generace akomodovaných politiků-Romů, jejichž hlas zaznívá převážně na národní a mezinárodní úrovni. Autorka argumentuje, že pro současnou vzájemnou politickou komunikaci mezi Romy a majoritou je více rozhodující absence romských politiků na lokální úrovni, nežli vzorové modely romských politiků na úrovni národní. Pro ilustraci svých argumentů uvádí v závěru čtyři příběhy romských politiků, které se skrze konstrukci narativní jednoty vyrovnávají každý po svém s interakcí dvou odlišných politických polí, prezentovaných v prvních třech kapitolách předkládané práce. Abstract:

The thesis entitled Politics of being Roma – Roma politics is an ethnography of the political behaviour of the Roma. The argument starts from the basic premise that assumes the difference between the Roma and ethnic Czechs is not confined to the political sphere and asks when and why it is important and interesting for some politicians to define themselves as Roma. The thesis investigates various manifestations of Roma politics, focuses on the political activities of the Roma and specifies contexts which initiate Roma political behaviour. At the same time it concentrates upon the collective characteristics of Roma politicians and contrasts them with the characteristics of politicians from the majority. The author characterises Roma identity by its fluidity, as well as by its great potential in the sphere of politics and power in general. The decisive paradigm of this work is to be seen in interpretive theory, most of all in the theory of the social construction of reality by Berger and Luckmann (1999). Other important theoretical orientations include the theory of dual structure (Giddens 1996) as well as the symbolic anthropological mode of thought, represented by Turner (1969), followed by cultural relativism, theory of roles, theory of modernity and theory of bricolage (Lévi-Strauss, C., 1964-1971; Goffman, E., 1975; Gergen, K. J.,1991(2000); Bourdieu, P., 1994 (1998)). The main methodologies used for primary data gathering were long term participant observation, ethnography and narrative biographical interviews, all carried out in between the years 1997 and 2007. The author describes the main difference between majority politics and the politics of the Roma, which is rooted in the Roma´s dependency on their extensive family and place of origin. Both of these aspects have a direct influence upon the success of a person in politics among the Roma but are of fairly low importance for the politicians from majority society. In contrast to that difference, the majority tries to push the Roma towards political homogenization and as a result of such activities there is a very small group of Roma politicians active within the political parties of the majority, and if so, they are solely entrusted with an ethnic agenda. As such, they are labelled by the author as ´accommodated´ politicians, in direct contrast to other possibilities such as political seclusion or integration. The author concludes that the accommodated Roma politicians are more likely to be heard in the international political arena than at home. It is this absence of Roma politicians within the domain of local politics and policy making that truly determines the level of communication between the Roma and the majority. To illustrate her points, four biographical narratives of Roma politicians are included in the last chapter. Through the construction of narrative unity each one of them offers a unique description of interaction of two different political fields, as presented in the earlier part of the text.
