Registry and its position in public administration in the Czech republic

Abstract:

Tato diplomová práce, jejíž téma je Matrika a její postavení v rámci veřejné správy v České republice, popisuje činnost matričních úřadů, jejich historii i význam a také jejich obecnou charakteristiku. V teoretické části je popsána působnost i příslušnost matričního úřadu, seznámíme se zde s nedílnou součástí každé matriky a to s matričními knihami a listinami. Následují kapitoly, které se věnují určení otcovství, změnou jména a příjmení, zvláštní matrikou, ale také správními poplatky, které s výkonem matriční práce souvisejí. Práce také jmenuje a popisuje principy dobré správy ve spojitosti s matrikami. V praktické části se s pomocí výzkumné otázky chceme dozvědět, zda a jak jde matriční praxe ruku v ruce s principy dobré správy. Závěrečná část pak shrne všechny důležité informace týkající se matričních úřadů a zhodnotí soulad principů dobré správy a postup matrikářky v konkrétním případě z praxe.

Abstract:

This diploma thesis, the topic of which is the Registry and its position within the public administration in the Czech Republic, describes the activities of the registry offices, their history and significance, as well as their general characteristics. The theoretical part describes the scope and jurisdiction of the registry office, we will get acquainted with an integral part of each registry, namely the registry books and documents. The following chapters deal with the determination of paternity, change of name and surname, special register, but also with administrative fees related to the performance of register work. The thesis also names and describes the principles of good governance in relation to matrices. In the practical part, with the help of a research question, we want to learn whether and how matrix practice goes hand in hand with the principles of good governance. The final part then summarizes all the important information concerning the registry offices and evaluates the compliance of the principles of good administration and the procedure of the registrar in a specific case from practice.
